The State of Michigan has made it a priority for local governments to better communicate information about their performance and finances to citizens. The state's City, Village, and Township Revenue Sharing/County Incentive Program (CVTRS), requires that communities have a citizens guide and performance measurement dashboard for citizens (that includes unfunded liability information) available to citizens by December 2017 in order to qualify for CVTRS revenue sharing dollars.
