                                   REGULAR MEETING
                                        MINUTES

                                         September 7, 2010

Chairperson J. Hilt called the meeting to order at 4:20 p.m. and roll was taken.

MEMBERS PRESENT:              J. Hilt, L. Wood, S. Kroes, K. Panozzo, L. Spataro

MEMBERS ABSENT:               D. Mayville, excused; W. Krick

STAFF PRESENT:                M. Franzak, D. Leafers

OTHERS PRESENT:               F. Sherman, 1239 Peck St.; A. Haan, Muskegon Main Street


APPROVAL OF MINUTES

A motion to approve the regular meeting minutes of August 3, 2010 was made by S. Kroes,
supported by L. Wood and unanimously approved.

NEW BUSINESS/PUBLIC HEARINGS

Case 2010-12 – 1239 Peck Street. Applicant: Frederic Sherman. District: McLaughlin. Class: A.
Current Function: Residential. M. Franzak presented the staff report. The applicant is seeking
approval to reside the house from asphalt to vinyl. The house was damaged by fire from the
adjacent property and insurance will pay to reside the home. However, they will only pay to reside
the side that was damage by fire, unless the HDC requires them to reside the whole house. Staff
recommends approval of the project.

F. Sherman stated that the current exterior material on the house was very old and difficult to
duplicate with new material. The side damaged by fire needed to be repaired, and he wanted to use
vinyl siding. HDC members concurred that the entire house should have the same exterior.

A motion that the HDC approve the request to reside the house from asphalt to vinyl with the
conditions that 1) the entire house is re-sided so all exterior siding matches, 2) any architectural
features are retained, 3) the work meets all zoning requirements, and 4) any necessary permits are
obtained, was made by S. Kroes, supported by L. Wood and unanimously approved.

L. Spataro arrived at 4:26 p.m.

Case 2010-13 – 1642 Jefferson Street. Applicants: Todd & Tammy Halterman. District: Jefferson.
Class: AA. Current Function: Residential. M. Franzak presented the staff report. The applicant is
seeking approval to add a privacy fence in the rear of the lot and to rehab the front entrance, which
will include a new door. A proposed drawing of the new front entrance was provided. Staff
recommends approval of the projects.

J. Hilt asked what type of fencing they planned to use. M. Franzak stated that he didn’t know, but
had expected the applicant to be present to answer questions. Board members then discussed the
front entrance and the proposed renovations. J. Hilt stated that the previous owners of the house
told her that the entrance was original to the house. Board members concurred that they would like
to postpone a decision on this case until the applicant was present to answer questions and provide
more details of the proposed work.

A motion that the HDC table the request to add a privacy fence in the rear of the lot and to rehab the
front entrance until the applicant can be present to answer questions, was made by L. Wood,
supported by L. Spataro and unanimously approved.

OLD BUSINESS

1665 Jefferson – M. Franzak updated board members on enforcement action taken at this location.


OTHER

Muskegon Main Street – Andrew Haan introduced himself as the new Muskegon Main Street
Manager. He had a background in historic preservation and offered his services to the HDC.



There being no further business, the meeting was adjourned at 4:50 p.m.
