CITY OF MUSKEGON PROPOSAL SOLICITATION

HOME Investment Partnership Program

For Program Year 2015 – 2016

The City of Muskegon invites responsible agencies or groups to submit application for HOME Investment Partnership Program activities to be conducted using fiscal year 2015 funds. Affordable housing units shall be developed, sponsored or owned by the Community Housing Development Organization in the City of Muskegon.

An application package will be available for interested organizations beginning June 1, 2015, to be picked up at Muskegon City Hall, the office of Community and Neighborhood Services, 933 Terrace Street, Room 201, Muskegon, MI 49440, or on the City’s website, www.shorelinecity.com.

Proposals must be mailed or hand-delivered to the Community and Neighborhood Services office and must be submitted for consideration prior to March 31, 2016.

The City’s Community and Neighborhood Services department will provide information and technical assistance to those applicants or groups that are in need of accommodations. For clarification, please call Oneata Bailey, Director of Community and Neighborhood Services, Monday through Friday between the hours of 8:30 a.m. and 5:00 p.m. at (231) 724-6717.

INVITATION TO BID: 1477 Nolan

INVITATION TO BID

City of Muskegon

             The City of Muskegon Community and Neighborhood Services department is currently looking for qualified licensed Residential Building contractors for a new construction home located at 1477 Nolan.

This project is being financed with funds from the HOME Investment Partnership Program. All projects are subject to Section 3 of the Housing and Urban Development Act of 1968, which seeks to promote to the greatest possible extent employment training and business opportunity for low/moderate income residents and small businesses in the area.

The City of Muskegon, as well as the U. S. Department of Housing and Urban Development (HUD), requires the selected contractor/developer to take all affirmative steps to assure that minority firms, women businesses and labor surplus area firms are used when possible.

Proposal packets for the project will be available beginning at 12:00 noon on Monday, June 1, 2015 through Thursday, June 11, 2015 from 8:30 a.m. to 5:00 p.m. at Muskegon City Hall, CNS Office 2nd Floor, 933 Terrace Street, Muskegon, MI. A mandatory pre-bid meeting is scheduled for Thursday, June 11, 2015 on site (1477 Nolan) at 10:00 a.m. No proposal packages will be given out after Thursday, June 11, 2015 at 5:00 pm.

The completed proposal packets must be returned to the City Clerk’s Office no later than 2:00 p.m. on Tuesday, June 16, 2015 at Muskegon City Hall. All proposals must be returned on the specification form supplied by the CNS office and must be completely and properly filled out. No electronically delivered proposals will be accepted.

REQUIRED BID INFORMATION

  • Contractor must submit at least 2 references of former customers whose homes were built by the contractor.
  • Copy of current Michigan Builders License.
  • Proof of current Liability Insurance
  • Proof of current Worker’s Compensation Insurance

Bid proposals should be placed inside a sealed envelope, addressed to the City of Muskegon Community and Neighborhood Services office with the title of the project address on the outside of the envelope along with the bidders name. All qualified residential contractors are encouraged to submit a bid.

The City of Muskegon, Michigan will receive sealed bids until 2:00 p.m. local time on Tuesday, April 7th, 2015 at the City Clerk’s Office, City Hall 933 Terrace Street, Muskegon, Michigan, at which time and place all bids will be publicly opened and read aloud for the following Project:

Project Title: H-1697, S-669, W-743—GETTY ST., EVANSTON AVE. TO APPLE AVE.
Items of work include: 10,429 Syd Pavt, Rem, Modified, 17.60 Sta Machine Grading, Modified, 9,740. Syd Aggregate Base, 5 inch, 768 Ft Sewer, CI E, 12 inch, Tr Det B, 9,740 Syd Conc Pavt, Nonreinf, 9 inch, 3,383 Ft Curb & Gutter, Conc. Det F4 (Engineers Estimate $743,389.30) Please be advised that this is a Prevailing Wage Project.

Copies of Plans and Specifications may be obtained on or after Monday, March 23rd, 2015 in the City Clerk’s office upon the submission of a non-refundable $40.00 fee for each set. An amount equal to five percent (5%) of the Bid must be submitted with each Bid Proposal in one of three forms acceptable to the City of Muskegon. Contract documents may be examined at the following locations:

Attention is called to the fact that the City requires: that the Contractor consider hiring local work force insofar as possible; that not less than the salaries and wages set forth in the Specifications must be paid; that 14% minority and 6.9% female are the goals established for participation in each trade; that the Contractor must ensure employees and applicants for employment are not discriminated against based upon their race, creed, color, religion, sex, national origin, handicapped condition nor veteran background; and that all pertinent regulations must be complied with. No bid may be withdrawn within sixty (60) days after bid opening.

The City of Muskegon reserves the right to reject any or all bids or to waive any informalities or irregularities in the bidding.

A Pre-Bid Conference will be held in the second floor conference room (Rm. 203) at City Hall at 10:00 a.m. on Tuesday, March 31st, 2015 at which time and place any questions regarding this Project should be presented. Minutes from said Pre-Bid Conference would become an Addendum to the Contract.

1275 Allen Demolition and Site Clearance

INVITATION FOR DEMOLITION AND SITE CLEARANCE BIDS
CITY OF MUSKEGON, PLANNING DEPT.

The City of Muskegon, Michigan will receive sealed bids until 2:00 PM on April 9, 2013 at the City Clerk’s office, City Hall, 933 Terrace Street, Muskegon, Michigan 49440 at which time and place all bids will be publicly opened and read aloud for the following demolition and site clearance projects: All structures located at 1275 Allen.

Copies of the contract documents may be obtained at the Planning Department at City Hall on the second floor room #202.

The project consists of demolishing all structures on the site(s), removing the debris to a licensed landfill and filling excavations in accordance with contract documents and city ordinance.

Bid proposals should be placed inside a 9” x 12 “ envelope addressed to the City of Muskegon with the title “Demolition Bid” and the address of each site on the outside of the envelope. Bidder’s name, address and phone number must be clearly marked on the outside of the envelope.

Hiring goals and percentages are set forth in the Contract Documents. No bid may be withdrawn within 60 days after the bid opening. All work must be completed within 30 days of the issuance of the Notice to Proceed.
