INVITATION FOR BIDS
City of Muskegon – SRF DWRF Project Packages
The City of Muskegon will receive sealed bids until 2:00 PM local time on Thursday, June 27th, 2019 at the City Clerk’s Office, City Hall, 933 Terrace Street, Muskegon, Michigan. At which time and place all bids will be publically opened and read aloud for the following items of work to include:
Package #001 – Spring Street Sewer Reroute and Bourdon Street Alley Sewer

0.53 miles of HMA roadway reconstruction including sand subbase, aggregate base, roadway surcharging, curb and gutter, sidewalk and ADA ramps, 2,173 lineal feet of sanitary sewer ranging in size from 8-inch to 27-inch, including two (2) bore and jack operations, 12 helical pile installations, flow meter upgrade, and associated appurtenances, and also 1,508 lineal feet of DI water main ranging in size from 6-inch to 16-inch with associated appurtenances for the Spring Street and Yuba Street project. And also; 365 lineal feet of 8-inch sanitary sewer replacement with associated appurtenances and gravel alley restoration for the Bourdon and Addison Alley project.

245 feet of 8-inch sanitary force main, 4,300 feet of sanitary sewer, ranging in size from 8” to 42” (predominantly 18-inch and 8-inch) and associated manholes and laterals, 10,200 square yards of HMA cold milling and 2,250 tons of HMA resurfacing, roadway grading, 1,700 feet of curb and gutter, removal and replacement of drive approaches, traffic control, surface restoration and all related work.

8,000 feet of 8-inch to 12-inch sanitary sewer, 270 feet of 15-inch to 24-inch sanitary sewer, 3,750 feet of 10-inch sanitary force main, 1 sanitary sewer lift station, 1 sanitary sewer grinder station, 2,590 feet of 6 inch and 8-inch water main, 3,285 feet of 1-inch water service replacement, and 4,900 feet of road reconstruction; including all necessary appurtenances and restoration.

2,800 feet of 8-inch through 12-inch sanitary sewer installation including replacement of sanitary sewer laterals, 20 water service replacements, 1,400 feet of street reconstruction with HMA paving, driveway and sidewalk replacement, and minor storm sewer repair; including all necessary appurtenances and restoration.

Printed copies can be obtained by request from the Engineering Department located at 1350 E. Keating Ave, Muskegon MI, 49442 for a cost of $40.
An amount equal to five percent (5%) of the Bid must be submitted with each Bid Proposal in one of three forms acceptable to the City of Muskegon.

Attention is called to the fact that the City requires: the Contractor consider hiring local work force insofar as possible, not less than the salaries and wages set forth in the Specifications must be paid, 14% minority and 6.9% female are the goals established for participation in each trade, the Contractor must ensure employees and applicants for employment are not discriminated against based upon their race, creed, color, religion, sex, national origin, handicapped condition nor veteran background, and all pertinent regulations must be complied with. Bids may not be withdrawn within sixty (60) days after bid opening. The City of Muskegon reserves the right to reject any or all bids or to waive any informalities or irregularities in the bidding.
A Mandatory Pre-Bid Conference will be held in the Conference Room at the City of Muskegon Public Services Building located at 1350 E Keating Avenue beginning at 2:00 pm on, Monday, June 10, 2019, at which time and place any questions regarding this Project should be presented. Minutes from the Pre-Bid Conference will become an Addendum to the Contracts. The approximate agenda for the meeting will be as follows:

- 2:15 – Beidler Sanitary Sewer Replacement
- 2:45 – Westwood Sanitary Sewer Replacement
- 3:10 – Jefferson/Strong Sanitary Sewer Replacement
- 3:30 – Spring Street Sewer Reroute & Bourdon Street Alley Sewer
- 4:00 – 9th Street Sewer Reroute & Getty Force Main Replacement
ADA POLICY
The City will provide necessary appropriate auxiliary aids services, for example, signers for the hearing impaired, audio tapes for the visually impaired, etc., for disabled persons who want to attend the meeting, upon twenty-four hour notice to the City. Contact:
