2026 Beach Parking Pass Information
Parking Pass Requirement
From May 15 – September 15, all visitors to the following Muskegon beaches must have a valid parking pass visible or be registered in the License Plate Reader system online:
- Pere Marquette Beach
- Margaret Drake Elliot Park
- Kruse Park
- Harbour Towne Beach
Beginning in the 2026 season, the city will introduce a new option for obtaining beach parking passes using license plate reader (LPR) technology. With this system, your license plate becomes your beach parking pass. No sticker is required. Parking enforcement staff will verify passes by scanning license plates at the beach. Have questions? City households will continue to receive two free beach parking passes each year. These can be activated by registering your license plate online through the new LPR system (link coming soon) or by requesting traditional stickers in person at the Police Department. You can view city limits here.
Visitor passes, including daily and seasonal options, will be available through the new system, at on-site kiosks, or in person.
Daily Parking Rates
- Monday, Tuesday, Thursday, Friday: $10 per day
- Wednesday: FREE parking
- Saturday and Sunday: $15 per day

City of Muskegon Residents
- Free Passes: City of Muskegon Households are entitled to two free beach parking passes (not applicable to business owners or landlords).
- Resident Passes Options:
- Resident passes will be available beginning March 1, 2026.
- Register your license plates online. No stickers required (coming soon).
- Pick up sticker passes in person at the police department.

Yes. To receive the two free beach parking passes, you must be a resident of the City of Muskegon. As long as your valid driver’s license shows a City of Muskegon address, you are eligible — your vehicle registration address does not need to match.

In 2025 sticker passes are still available but you will need to visit the Muskegon Police Department with a valid state ID in order to pick them up. In future year these may be phased out completely.

No. Landlords are not eligible to request resident beach parking passes unless the rental property is their primary residence. Resident passes are issued only to individuals whose driver’s license lists the City of Muskegon address as their primary residence.
If a landlord has requested passes for a property they do not reside in and this prevents an eligible resident from obtaining their passes, the resident should contact the Parking Enforcement Manager at 231-724-4485 or visit the Muskegon Police Department for further review.

If your landlord has already requested the resident beach parking passes for the property, you may still be eligible if the address is your primary residence. Resident passes are issued only to individuals whose driver’s license reflects the City of Muskegon address as their primary residence.
If you apply and are denied because passes were previously requested by a landlord or other party who does not reside at the address, please contact the Parking Enforcement Manager at 231-724-4485 or stop by the Muskegon Police Department for further consideration. Be prepared to provide identification showing the address as your primary residence.
