Availability of The: 5 Year (2016-2020) Regional Consolidated Plan (2016) Annual Action Plan

AVAILABILITY OF THE:
5 YEAR (2016-2020) REGIONAL CONSOLIDATED PLAN; and,
(2016) ANNUAL ACTION PLAN

In accordance with Federal Regulations, 24 CFR Part 91, the City has prepared a Draft of its 5 Year (2016-2020) Regional Consolidated Plan and its proposed (2016) Annual Action Plan. Both planning documents reflect the needs, priorities, resources and activities to be implemented utilizing U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) Funds. The City’s HUD Allocation for the (2016) Annual Action Plan for its CDBG programs is $886,662; the HOME Investment Partnership Program is $262,850.

The Proposed 5 Year (2016-2020) Regional Consolidated Plan and (2016) Annual Action Plan will be made available for review during its 30-Day Public Comment Period (04/11/16 – 05/11/16), at the City of Muskegon’s Clerks office, Community and Neighborhood Services, the Hackley Public Library reference desk, Muskegon Housing Commission. It is also available on the City of Muskegon’s website www.shorelinecity.com and Facebook page.

The City of Muskegon Community and Neighborhood Services department is currently looking for qualified licensed Residential Building contractors for the rehabilitation of the property located at

2324 PARK DRIVE, MUSKEGON, MI 49441

This project is being financed with funds from the HOME Program. All projects are subject to Section 3 of the Housing and Urban Development Act of 1968, which seeks to promote to the greatest possible extent employment training and business opportunity for low/moderate income residents and small businesses of the area.

The City of Muskegon, as well as the U. S. Department of Housing and Urban Development (HUD), requires the selected contractor/developer to take all affirmative steps to assure that minority firms, women businesses and labor surplus area firms are used when possible.

Proposal packets for the property will be available Monday, January 25, 2016, at 12:00 noon to 5:00 p.m. until Friday, February 5, 2016, at Muskegon City Hall, CNS Office 2nd Floor, 933 Terrace Street, Muskegon, MI. The completed proposal packets must be returned to the City Clerk’s Office no later than 2:00 p.m. on Tuesday, February 9, 2016, at Muskegon City Hall. All proposals must be returned on the specification form supplied by the CNS office and must be completely and properly filled out. No electronically delivered proposals will be accepted.

REQUIRED BID INFORMATION

  • Contractor must submit at least 3 references of former customers whose homes were built by the contractor.
  • Copy of current Michigan Builders License.
  • Proof of Liability Insurance

Bid proposals should be placed inside a 9” x 12” envelope, addressed to the City of Muskegon Community and Neighborhood Services office with the title of the project address on the outside of the envelope along with the bidders name. All qualified residential contractors are encouraged to submit a bid.

Public Notice City of Muskegon Procurement Of Contractors

PUBLIC NOTICE

CITY OF MUSKEGON
PROCUREMENT OF CONTRACTORS

The programs for which these contractors would provide services include, but are not limited to, Community Development Block Grant and the HOME Partnership Program. We are looking for local contractors in the areas of: appraisal; asbestos assessment and abatement; building contractor; cleaning companies; concrete; demolition; electrical; flooring; foundations; building specification writing; insulation; property maintenance (leaf removal, mowing, trash removal, snow removal); lead risk assessment/clearance; mechanical (heating and cooling); plumbing; septic/sewer; structural engineer/surveyor; and tree services. All Muskegon County licensed contractors are encouraged to bid.

We are also seeking bid proposals from local realty, home inspection companies, and title service companies for the purpose of listing and selling affordable housing constructed or rehabilitated with funding from HUD through the HOME Investment Partnership Program.

Bid packages will be available Tuesday, December 15, 2015 starting at 12:00 noon at Muskegon City Hall, Community and Neighborhood Services office, 933 Terrace Street, Room 201, Muskegon, MI. through Wednesday, December 23, 2015. Completed bid packages are due in the Clerk’s Office at Muskegon City Hall on Tuesday, December 29, 2015, by 2 p.m. This will be a sealed bid. The outside of the envelope should include the contractor’s business name, contractor’s name, address, phone number, and trade type. Faxed or e-mailed bids will not be accepted. The City of Muskegon reserves the right to reject any or all bids.

Bidding contractors must show proof of the appropriate licenses, liability insurance, Worker’s Compensation and certifications for their line of work, as needed.

HOME Investment Partnership Program

For Program Year 2015 – 2016

The City of Muskegon invites responsible agencies or groups to submit application for HOME Investment Partnership Program activities to be conducted using fiscal year 2015 funds. Affordable housing units shall be developed, sponsored or owned by the Community Housing Development Organization in the City of Muskegon.

An application package will be available for interested organizations beginning June 1, 2015, to be picked up at Muskegon City Hall, the office of Community and Neighborhood Services, 933 Terrace Street, Room 201, Muskegon, MI 49440, or on the City’s website, www.shorelinecity.com.

Proposals must be mailed or hand-delivered to the Community and Neighborhood Services office and must be submitted for consideration prior to March 31, 2016.

The City’s Community and Neighborhood Services department will provide information and technical assistance to those applicants or groups that are in need of accommodations. This project is being financed with funds from the HOME Investment Partnership Program. All projects are subject to Section 3 of the Housing and Urban Development Act of 1968, which seeks to promote to the greatest possible extent employment training and business opportunity for low/moderate income residents and small businesses in the area.

The City of Muskegon, as well as the U. S. Department of Housing and Urban Development (HUD), requires the selected contractor/developer to take all affirmative steps to assure that minority firms, women businesses and labor surplus area firms are used when possible.

A mandatory pre-bid meeting is scheduled for Thursday, June 11, 2015 on site (1477 Nolan) at 10:00 a.m. No proposal packages will be given out after Thursday, June 11, 2015 at 5:00 pm.

Bid Proposal – Procurement Of Architectural Services

BID PROPOSAL – PROCUREMENT OF ARCHITECTURAL SERVICES

The City of Muskegon’s Community and Neighborhood Services Department is requesting proposals for a licensed architect who can provide Consultation, Plan Review, Specifications, Rehabilitation Plans, Project Development and professional advice for Affordable Housing projects for the next 2 years.
Proposals should include a summary of work experience, reference sheet and resume. In addition, a fee scale for services listed or additional expertise related to construction projects.

Proposals are to be submitted to the Clerk’s Office at Muskegon City Hall by Tuesday, August 19, 2014, at 2:00 pm. This will be a sealed proposal. The outside of the envelope should include the submitter name, address, and telephone number. Faxed or e-mailed proposals will not be accepted. The City of Muskegon reserves the right to reject any or all proposals.
