Re:         Update to the 2015 Muskegon Parks & Recreation Master Plan


 There are many updates throughout the plan. The formatting will be adjusted on the final product to fit on the pages it needs to and the Table of Contents will be updated to reflect the correct page numbers.

 The zoning map will be inserted into the final product so the most up to date map will be included.

  • The Census information will be updated for the final product. This information comes from the Census bureau.
  • There were some grammar updates.
  • There were updates to the different events, etc. throughout the plan.
  • Any updates that were completed at a park were removed if listed.
  • Any needed updates were added.
  • There are areas that are highlighted as place makers for updated information that staff will be entering.

 The City will be holding a public hearing at the Planning Commission meeting on August 13, 2015 at 4:00 p.m. in Commission Chambers of City Hall, 933 Terrace St. First Floor, Muskegon, MI 49440.

HOME Investment Partnership Program

For Program Year 2015 – 2016

The City of Muskegon invites responsible agencies or groups to submit application for HOME Investment Partnership Program activities to be conducted using fiscal year 2015 funds. Affordable housing units shall be developed, sponsored or owned by the Community Housing Development Organization in the City of Muskegon.

An application package will be available for interested organizations beginning June 1, 2015, to be picked up at Muskegon City Hall, the office of Community and Neighborhood Services, 933 Terrace Street, Room 201, Muskegon, MI 49440, or on the City’s website,

Proposals must be mailed or hand-delivered to the Community and Neighborhood Services office and must be submitted for consideration prior to March 31, 2016.

The City’s Community and Neighborhood Services department will provide information and technical assistance to those applicants or groups that are in need of accommodations. City of Muskegon

             The City of Muskegon Community and Neighborhood Services department is currently looking for qualified licensed Residential Building contractors for a new construction home located at 1477 Nolan.

This project is being financed with funds from the HOME Investment Partnership Program. All projects are subject to Section 3 of the Housing and Urban Development Act of 1968, which seeks to promote to the greatest possible extent employment training and business opportunity for low/moderate income residents and small businesses in the area.

The City of Muskegon, as well as the U. S. Department of Housing and Urban Development (HUD), requires the selected contractor/developer to take all affirmative steps to assure that minority firms, women businesses and labor surplus area firms are used when possible.

Proposal packets for the project will be available beginning at 12:00 noon on Monday, June 1, 2015 through Thursday, June 11, 2015 from 8:30 a.m. to 5:00 p.m. at Muskegon City Hall, CNS Office 2nd Floor, 933 Terrace Street, Muskegon, MI. A mandatory pre-bid meeting is scheduled for Thursday, June 11, 2015 on site (1477 Nolan) at 10:00 a.m. No proposal packages will be given out after Thursday, June 11, 2015 at 5:00 pm.

The completed proposal packets must be returned to the City Clerk’s Office no later than 2:00 p.m. on Tuesday, June 16, 2015 at Muskegon City Hall. All proposals must be returned on the specification form supplied by the CNS office and must be completely and properly filled out. No electronically delivered proposals will be accepted.


  • Contractor must submit at least 2 references of former customers whose homes were built by the contractor.
  • Copy of current Michigan Builders License.
  • Proof of current Liability Insurance
  • Proof of current Worker’s Compensation Insurance

Bid proposals should be placed inside a sealed envelope, addressed to the City of Muskegon Community and Neighborhood Services office with the title of the project address on the outside of the envelope along with the bidders name. All qualified residential contractors are encouraged to submit a bid.
