2051 DOWD ST, MUSKEGON, MI  49441

This project is being financed with funds from the HOME Program.  All projects are subject to Section 3 of the Housing and Urban Development Act of 1968, which seeks to promote to the greatest possible extent employment training and business opportunity for low/moderate income residents and small businesses of the area.

The City of Muskegon, as well as the U. S. Department of Housing and Urban Development (HUD), is required to select contractor/developer to take all affirmative steps to secure Section 3 contracts when possible.

Proposal packets for the property will be available Monday, May 21, 2018, at 12:00 noon to 5:00 p.m. until Thursday, June 7, 2018, at Muskegon City Hall, CNS Office 2nd Floor, 933 Terrace Street, Muskegon, MI.  The completed proposal packets must be returned to the City Clerk’s Office no later than 2:00 p.m. on Tuesday, June 12, 2018, at Muskegon City Hall.  All proposals must be returned on the specification form supplied by the CNS office and must be completely and properly filled out.  No electronically delivered proposals will be accepted.

Bid proposals should be placed inside a marked envelope, addressed to the City of Muskegon Community and Neighborhood Services office with the title of the project address on the outside of the envelope along with the bidders name.  All qualified residential contractors are encouraged to submit a bid.

The City is looking to bid the addresses as a group for one (1) demolition contractor but may choose to go with more than one (1) contractor in cases where there are more than one (1) property being solicited for bidding. The City would like to see all the structures demolished within 30 days of the “Notice to Proceed” being submitted to the winning contractor.

NOTE: The City has tested for the presence asbestos for each listed property and has provided the approximate locations and quantities. The complete asbestos testing report (approx. 36 pages) is available for each property at request. The demolition contractor will be responsible for the proper remediation and disposal of asbestos or any other described hazards. See attached property information sheets for asbestos amounts and locations.

  • The demolition contractor will need to cut & cap the water/sewer and in some instances, the Water/Sewer Maintenance Department will need to gain entry prior to the demolition to remove any water meters.
  • The City will have the gas and electric cut/capped & disconnected at each property.
  • The demolition contractor will need to work with any adjacent property owners that may be too close or have items that are too close to the demolition site.
  • The City is asking that the bids include no-grow grass only.
