The City of Muskegon Department of Public Works is soliciting bids for the products listed herein.  Sealed bid proposals must be submitted to the City of Muskegon City Clerk, 933 Terrace Street, Muskegon, Michigan, 49443, by 2:00 p.m. local time on Tuesday, May 14. 2019.  Facsimile copy is unacceptable.  Late responses will not be considered.  Bidders are responsible for ensuring that the following identifying information appears on the outside of each envelope: SEALED PROPOSAL – BID NAME, your company/organization name, date due, and time due.  If a delivery service is used which prohibits such markings on their envelope or package, this information must be placed on the outside of the interior envelope or package.  The City of Muskegon reserves the right to reject any and all bids and to accept the bid it feels is in the best interest of the City.  Bid results will be posted on the City of Muskegon website www.shorelinecity.com.

Please include in bid any and all surcharges that may apply such as fuel and delivery charges.

Environmental Mowing, Trash and Brush Contract Bids

The city of Muskegon is requesting fee proposals for mowing, trash and brush clean up on both private and public properties throughout the City of Muskegon.

The city requests that bids are received from companies or other agencies with the ability and interest in providing these services with the required equipment list for an average of 2,500 work orders per year. An on-site inspection of equipment may be required.

The contract period will be for a three (3) year limit and may be extend one (1) year upon mutual agreement from both parties with a 60 day notice before expiration of contract. Minimum bids start at $49/hr for all trash/brush pick up and tractor mowing and $40/hr hand mowing. A copy of the contract has been enclosed.

Sealed bids for this contract must be received no later than 2:00 PM to the City of Muskegon clerk’s office located in city hall by Tuesday, April 30th 2019.  The City of Muskegon reserves the right to reject any or all proposals and only award a contract if it is in the best interest of the board to do so.

Scope of Work

Contractor shall perform the services set forth in this contract in a timely, workman-like manner.

  • Contractor shall mow all grass, weeds and brush including moving around all obstacles, up to three inches (3″) in diameter, leaving no ridges of high or uncut grass.
  • Trimming/Cutting/Raking. Contractor shall trim all bushes and unsightly branches, cut large tree limbs that have fallen or logs, rake and remove heavy concentrations of yard clippings, small debris and fallen leaves and/or branches. Contractor shall clear sidewalk of debris and clippings as needed.
  • Garbage, debris and waste removal. Contractor shall pick up and remove all garbage, rubbish, debris, trash and waste materials, including but not limited to cans, bottles, loose papers, dead tree limbs, grass and brush clippings, abandoned/broken/unused household appliances, furniture, and other like items.
  1. Required Equipment
    • Three (3) trucks for 2-man hand mow crews
    • Six (6) Push mowers
    • Six (8) Weed trimmers
    • Two (2) tractors with a 60” brush hog mower with a mower deck of a minimum five feet (5′) diameter for each.
    • Two (2) heavy duty trucks with trailers. Minimum size: 10 yards with a 4,000 lb. capacity.
    • Two (2) Zero turn riding mowers
    • Chain saws
    • Hand tools, including rakes, brooms, wheel barrels, shovels, pitch forks, and other tools as deemed appropriate for the job site.
    • Eight (8) Digital cameras, minimum 3-megapixel resolution with automatic time and dating capacity.
    • Eight (8) whiteboard signs with ability to measure 6” to show proof of work and grass height.
    • Online database for required pictures, job status updating and receiving work orders.
    • Alternative equipment may be proposed for use but requires The City of Muskegon approval prior to use.

 

Contract Price Proposal

This proposal is for clean up and transportation labor based upon each individual clean-up assessment. Minimum bids start at $49/hr trash/brush pick up and tractor mow and $40/hr hand mow.

Public Notice City of Muskegon Procurement Of Contractors, February 4, 2019

The programs for which these contractors would provide services include, but are not limited to: Community Development Block Grant, HOME Partnership Program and Senior Millage. We are looking for local businesses in the areas of: animal control, architecture, appraisal, building, chimney/fireplace, cleaning, deconstruction, demolition, electrical, energy audit, excavating, flooring, foundation work, garage door installation and service, gutters, house building specification writing, insulation, landscaping, property maintenance (mowing, leaf, trash, and snow removal), lead and asbestos risk assessment/abatement, mechanical, painting, plumbing, roofing, septic/sewer, and structural engineer/surveyor. All licensed contractors are encouraged to bid.

We are seeking bid proposals from local realty and title service companies for the purpose of listing affordable housing constructed or rehabilitated with funding from HUD through the HOME Investment Partnership Program.

We are also seeking bid proposals from vinyl siding installers and suppliers for our Vinyl Siding Program.

Bid packages will be available Monday, January 28, 2019 starting at 12:00 noon – 5:00 p.m. at Muskegon City Hall, Community and Neighborhood Services Office, 933 Terrace Street, Room 205, Muskegon, MI. Completed bid packages are due in the Clerk’s Office at Muskegon City Hall on Tuesday, February 19, 2019, by 2 p.m. (deadline has been extended). This will be a sealed bid. The outside of the envelope should include the contractor’s business name and trade type. Faxed or e-mailed bids will not be accepted. The City of Muskegon reserves the right to reject any or all bids. There will be a walk-through of the property (567 Leonard Ave, Muskegon MI, 49442) being used in the procurement process at the following times:

  • Tuesday, February 12 at 1:00 p.m.

Attention is called to the fact that the City requires: the Contractor consider hiring local work force insofar as possible, not less than the salaries and wages set forth in the Specifications must be paid, 14% minority and 6.9% female are the goals established for participation in each trade, the Contractor must ensure employees and applicants for employment are not discriminated against based upon their race, creed, color, religion, sex, national origin, handicapped condition nor veteran background, and all pertinent regulations must be complied with. Bids may not be withdrawn within sixty (60) days after bid opening. The City of Muskegon reserves the right to reject any or all bids or to waive any informalities or irregularities in the bidding.

A Mandatory Pre-Bid Conference will be held in the Conference Room at the City of Muskegon Public Services Building located at 1350 E Keating Avenue at 2:00 pm on, Tuesday, January 22, 2019, at which time and place any questions regarding this Project should be presented.  Minutes from the Pre-Bid Conference will become an Addendum to the Contract.

Copies of the contract documents may be obtained at the Inspections Department in City Hall on the second-floor room #201, or on the City’s website www.muskegon-mi.gov under “Quick Links”.

The project consists of demolishing all structures on the site(s), removing the debris to a licensed landfill and filling excavations in accordance with contract documents and city ordinance.

This is to include the removal of any shrubbery/bushes/fencing/asbestos on the property. Please refer to the City’s website to view the ad and any additional requirements/information that are not in the ad. All forms within the bid documents of the City’s Demolition Proposal/Contract must also be submitted.

Bid proposals should be placed inside a 9” x 12“envelope addressed to the City of Muskegon with the title “Demolition Bid” and the address of the site(s) on the outside of the envelope.  Bidder’s name, address and phone number must be clearly marked on the outside of the envelope. You may bid on any one or all of the listed structures.

Hiring goals and percentages are set forth in the Contract Documents.  No bid may be withdrawn within 60 days after the bid opening.  All work must be completed within 30 days of the issuance of the Notice to Proceed (the only exception must be approved by the City and the Contractor).

The City of Muskegon reserves the right to reject any or all bids, or to waive any informalities or irregularities in the bidding.
