Request for Proposal (RFP) Industrial Park Roadway Expansion

INTRODUCTION TO PROJECT

The City of Muskegon is seeking proposals from interested consulting engineers to provide full survey, design and construction project services related to expansion of the existing road network within the Port City Industrial Park.

The City of Muskegon has acquired through purchase a large addition to the industrial park and is seeking to construct an access road to service the new addition to the park. The City of Muskegon has appropriated a maximum of $750,000 towards completion of the access road project.

Work by the selected engineer will include the following:

  • Survey of the entirety of the site to establish site features, topography and boundaries
  • Geotechnical or other investigations as needed to support design
  • Design of an access road in accordance with City Standards along the approximate route
  • Design of utility service for the site both public and coordination with private utilities
  • Development and refinement of conceptual layouts for streets and utilities
  • Development of complete plans and specifications for the access route and public utilities
  • Obtaining any necessary permits for the project
  • Assistance in solicitation of bids for the construction of the access road and utilities
  • Oversight and administration of the construction contract on behalf of the city
  • Prepare final property boundaries including remaining parcels, road right-of-way and any utility easements for the entire site.

Additional Design Considerations:

  • Consideration will also need to be given to private utilities and their means of serving the future site. Engineer shall be responsible to coordinate and account for private utility needs in the project design.
  • The city will be undertaking a separate project to have the site largely cleared of trees prior to the construction project.
  • The southern portion of the project is owned by the City but is located within Fruitport Charter Township.

City of Muskegon will host site meetings upon request to answer questions and review the project site. Requests submitted to Leo Evans via email (Leo.Evans@shorelinecity.com) prior to Monday, April 5th 2021 will be accommodated prior to the bid opening. Requests received after that date will be accommodated pending staff availability.

Subcontractors, if any, shall be approved by the Project Manager prior to acceptance on this contract and shall bound by these specifications. It is the responsibility and duty of the contractor to verify that the subcontractor meets all conditions. The contractor shall furnish any subcontractor’s proof of insurance meeting city requirements.

Construction shall be per applicable industry and City of Muskegon standards and shall comply with all applicable City of Muskegon policies and procedures.

Due to funding constraints attached to the project there is little availability for flexibility in the schedule and firms unable to maintain the schedule are advised to not provide a proposal.

The City of Muskegon, Michigan will receive sealed bids until 2:00 p.m. local time on
Tuesday, April 13, 2021, at the City Clerk’s Office, City Hall, 933 Terrace Street, Muskegon, Michigan, at which time and place all bids will be publicly opened and read aloud for the following items of work to include:

Construction includes 800 feet of pavement removal and replacement, 400 feet of water main replacement, 400 feet of storm sewer replacement, concrete curb and gutter replacement and various other concrete items in the City of Muskegon, Muskegon County.

Printed copies can be obtained by request from the Engineering Department located at 1350 E. Keating Ave, Muskegon MI, 49442 for a cost of $40.

An amount equal to five percent (5%) of the Bid must be submitted with each Bid Proposal in one of three forms acceptable to the City of Muskegon.

Attention is called to the fact that the City requires: the Contractor consider hiring local work force insofar as possible, not less than the salaries and wages set forth in the Specifications must be paid, 14% minority and 6.9% female are the goals established for participation in each trade, the Contractor must ensure employees and applicants for employment are not discriminated against based upon their race, creed, color, religion, sex, national origin, handicapped condition nor veteran background, and all pertinent regulations must be complied with. Bids may not be withdrawn within sixty (60) days after bid opening. The City of Muskegon reserves the right to reject any or all bids or to waive any informalities or irregularities in the bidding.

A non-mandatory Pre-Bid Conference will be held in the Conference Room at the City of Muskegon Department of Public Works Building located at 1350 E Keating Avenue at 10:00am on Wednesday, March 31, 2021, at which time and place any questions regarding this Project should be presented. Minutes from the Pre-Bid Conference will become an Addendum to the Contract.

Invitation for Bids – Marshall Street Tank Exterior, Dry Interior, and Wet Interior Painting

Michigan, at which time and place all bids will be publicly opened and read aloud for the following items of work to include:

PROJECT DETAILS

The structure is a 1,000,000-gallon radial arm water storage tank (Marshall Tank) with an estimated highwater level of 130 ft. located at 491 Adams Ave. in Muskegon, Michigan.

Additional minor repairs are required at another structure, a 1,000,000 gallon radial arm water storage tank (Roberts Tank) with an estimated high-water level of 120 ft. located at 712 Roberts St. in Muskegon, Michigan.

Exterior: High pressure water clean (5,000 to 10,000 psi), spot power tool clean to a

SSPC-SP11 standard, and apply a three (3) coat epoxy urethane system.

Wet Interior: Spot abrasive blast clean the coating failures to a SSPC-SP10 near-white metal standard and apply a three (3) coat epoxy system.

Dry Interior: Abrasive blast clean the entire access leg interior and access tube interior to a SSPC-SP6 commercial standard. Apply a three (3) coat epoxy system.

Foundation: Water clean and apply a two (2) coat epoxy system.

Cathodic Protection: Replace the impressed current cathodic protection system including the rectifier.

 Repairs:

1) Replace riser manway gaskets.

2) Replace riser manway bolt washer.

3) Install a wet interior roof hatch.

4) Enlarge the hasp on the existing wet interior roof hatch.

5) Remove the grate and ladder from the wet interior platform.

6) Overflow discharge modification.

7) Install a wet interior ladder.

8) Install roof handrail sections around the roof hatches.

9) Remove antenna mount on the roof.

10) Install bowl rigging couplings.

11) Install rigging lug on bowl.

12) Drill drain holes in the access leg.

13) Remove abandoned electrical conduit on the roof.

14) Install a gasket on the wet interior roof hatch – Roberts and Marshall.

15) Replace roof vent screen – Roberts and Marshall.

16) Trim the pressure plate on the roof vent – Roberts Tank.

The City of Muskegon (hereafter referred to as “the City” or “City”) invites qualified website design firms/consultants to submit proposals to redesign, upgrade, support, and host our municipal website found at https://www.muskegon-mi.gov/

The purpose of this Request for Proposal (RFP) is to solicit proposals for the most appropriate vendor at a firm, fixed price, including implementation services.

(For the purposes of this RFP, a “proposer” is a vendor who has submitted a response to this RFP.)

Although the City is requesting proposals for implementation and management of a CMS, including software and services that include any, and all, third-party components, the City, at its sole discretion, may choose to procure third-party components directly, in addition to, or in lieu of, any identified in specific proposals.

The City expects to have a fully accessible and secure internet website through the selected managed service provider on or before June 1, 2021. This schedule is subject to change at the discretion of the City.
Proposals that include multiple vendors must clearly identify one vendor as the “prime contractor” and all others as subcontractors.

REQUEST FOR PROPOSAL: As Needed Forestry Services

The City of Muskegon is seeking proposals from interested firms to provide as-needed tree removal, tree pruning, stump removal, and stump grinding services on city property under its jurisdiction. The period of the contract will be for one (1) year from the date of award, subject to satisfactory performance by the Contractor.

Work shall include furnishing all labor, equipment, and tools required for tree/stump services as locations to be determined.

Subcontractors, if any, shall be approved by the Project Manager prior to acceptance on this contract and shall bound by these specifications. It is the responsibility and duty of the contractor to verify that the subcontractor meets all conditions. The contractor shall furnish any subcontractor’s proof of insurance meeting city requirements.

The City Commission reserves the right to reject any or all bids, waive irregularities in any bid and make award in any manner deemed in the best interests of the City.
