Bids: Demolition 1716 Sanford Street

The City of Muskegon Community and Neighborhood Services office (CNS) is soliciting bids for the demolition a structure located in the City at 1716 Sanford Street. The project consists of analyzing contents, demolishing the entire house structure, removing the debris to a properly licensed landfill and filling and grading excavation in accordance with contract documents and the City ordinance. In addition, submit notifications to the Department of Environmental Quality and Air Quality Division at least 10 working days prior to demolition activities. Provide proof of legible notifications at time of permit applications.

The demolition of 1716 Sanford is in correlation with the City of Muskegon’s objective of eliminating blight from our neighborhoods and also a component of the City’s aggressive neighborhood redevelopment efforts. This particular project is being financed with funds from the U.S. Department of Housing and Urban Development, with the requirements of Title 40 of the Code of Federal Regulations, Part 61, Subpart M (National Emission Standard of Asbestos); and Rule 942 of Part 55, Air Pollution Control, of the Natural Resources and Environmental Protection Act, 1994 PA 451.

Individual bid proposals should be placed inside an envelope, addressed to the City of Muskegon Community and Neighborhood Services office with the title of the demo address and “Demolition” written on the outside of the envelope along with the bidder’s name, address and contact number. All qualified residential contractors are encouraged to submit a bid. This project is subject to Section 3 of the Housing and Urban Development Act of 1968 which seeks to promote, to the greatest possible extent, employment, training and business opportunities for low/moderate-income residents and small businesses of the area.

The bids are due no later than Tuesday, February 10, 2015, by 2:00 p.m. at the City of Muskegon Clerk’s Office on the first floor at 933 Terrace. All bids must be hand delivered. The City of Muskegon reserves the right to reject any or all bids or to waive any informalities or irregularities in bidding.

Muskegon and Webster Avenues Street Reconstruction and Utility Improvements Bid

The City of Muskegon, Michigan will receive sealed bids until 2:00 p.m. local time on January 27, 2015 at the City Clerk’s Office, City Hall 933 Terrace Street, Muskegon, Michigan, at which time and place all bids will be publicly opened and read aloud for the following Project:

Project Title:    Street Reconstruction and Utility Improvements – Muskegon and Webster Avenues

 Approximately 5,500’ – Muskegon Avenue – street reconstruction and utility improvements including concrete sidewalk, curb & gutter, HMA pavement, grading, storm sewer, and water main.

Drawings and specifications are available online on or after January 2, 2015 at the Grand Rapids office of Prein&Newhof. Electronic drawings, specifications and bidding documents will be accessible/available only to those Bidders who are active members of the Prein&Newhof Plan Room. Bidder assumes sole risk for any project specifications and plans, electronic or hard copy, obtained other than directly from Prein&Newhof. Hard copy drawings and specifications are available for the fee of $96.00 dollars. Prein&Newhof Plan Room members who want to purchase the hard copy of the drawings only, may do so for $46.00 dollars. A $10 dollar charge will be added to all mailed drawings and/or specifications. Fees are payable by cash or check only and are not refunded.

An amount equal to five percent (5%) of the Bid must be submitted with each Bid.  Contract documents may be examined at the following locations:

The City of Muskegon will be conducting interviews for the purpose of selecting a primary depository bank for 2015-2021 and invites your bank to participate. The City uses a wide range of banking services and is committed to implementing new cost-effective bank technologies. It is the City’s desire to select a bank that will provide the best overall value on a long-term relationship basis rather than simply choosing the “low bidder”. Accordingly, in addition to pricing, other factors will be considered including (but not limited to): availability of value-added service enhancements, availability and commitment to implementing new technologies, and financial strength. The process for selecting the City’s depository bank will consist of two components: interviews and pricing proposals. The interview process is by far the more important component. It is fully expected that (subject to reasonable and competitive pricing) the bank coming out on top after the interview process will be the bank selected by the City.

Items of work include: The structure is a 1,000,000 gallon radial arm storage tank with an estimated low water line of 100 feet located on Nims Street in Muskegon, Michigan. Work to include abrasive blast clean and a 3 coat epoxy coating system. Other work includes installation of riser manway, Replacement of manway gaskets, replacement of wet interior roof hatch, installation of a wet interior ladder, enlargement of the opening in the riser grate, installation of a painter’s rail and installation of roof couplings with safety clips.

The City of Muskegon’s Community and Neighborhood Services Department is requesting proposals for a licensed architect who can provide Consultation, Plan Review, Specifications, Rehabilitation Plans, Project Development and professional advice for Affordable Housing projects for the next 2 years.
Proposals should include a summary of work experience, reference sheet and resume. In addition, a fee scale for services listed or additional expertise related to construction projects.

Proposals are to be submitted to the Clerk’s Office at Muskegon City Hall by Tuesday, August 19, 2014, at 2:00 pm. This will be a sealed proposal. The City of Muskegon Community and Neighborhood Services department is currently looking for qualified licensed Residential Building contractors for the rehabilitation of the property located at 2035 Harding.

This project is being financed with funds from the HOME Program. All projects are subject to Section 3 of the Housing and Urban Development Act of 1968, which seeks to promote to the greatest possible extent employment training and business opportunity for low/moderate income residents and small businesses of the area.

The City of Muskegon, as well as the U. S. Department of Housing and Urban Development (HUD), requires the selected contractor/developer to take all affirmative steps to assure that minority firms, women businesses and labor surplus area firms are used when possible.

Proposal packets for the property will be available Monday, January 13, 2014, at 12:00 noon to 5:00 p.m. until Wednesday, January 22, 2014, at Muskegon City Hall, CNS Office 2nd Floor, 933 Terrace Street, Muskegon, MI. The completed proposal packets must be returned to the City Clerk’s Office no later than 2:00 p.m. on Tuesday, January 28, 2014, at Muskegon City Hall. All proposals must be returned on the specification form supplied by the CNS office and must be completely and properly filled out. No electronically delivered proposals will be accepted. No proposal packages will be given out after Wednesday, January 22, 2014, at 5:00 pm.

PROCUREMENT OF CONTRACTORS

The programs for which these contractors would provide services include, but are not
limited to, Community Development Block Grant and the HOME Partnership Program.
We are looking for local contractors in the areas of appraisal; asbestos assessment;
building contractor; electrical; house building specification writing; property maintenance
(leaf removal, mowing, trash removal, snow removal); lead risk assessment/clearance;
mechanical (heating and cooling); plumbing; structural engineer/surveyor; and tree
services. All Muskegon County licensed contractors are encouraged to bid.

We are also seeking bid proposals from local realty and title service companies for the
purpose of listing affordable housing constructed or rehabilitated with funding from HUD
through the HOME Investment Partnership Program.

Bid packages will be available Monday, November 4, 2013 starting at 12:00 noon – 5:00
p.m. at Muskegon City Hall, Community and Neighborhood Services office, 933 Terrace
Street, Room 201, Muskegon, MI. through November 18. Completed bid packages
