PROCUREMENT OF CONTRACTORS

The programs for which these contractors would provide services include, but are not limited to, Community Development Block Grant and the HOME Partnership Program. We are looking for local contractors in the areas of: appraisal; asbestos assessment and abatement; building contractor; cleaning companies; concrete; demolition; electrical; flooring; foundations; building specification writing; insulation; property maintenance (leaf removal, mowing, trash removal, snow removal); lead risk assessment/clearance; mechanical (heating and cooling); plumbing; septic/sewer; structural engineer/surveyor; and tree services. All Muskegon County licensed contractors are encouraged to bid.

We are also seeking bid proposals from local realty, home inspection companies, and title service companies for the purpose of listing and selling affordable housing constructed or rehabilitated with funding from HUD through the HOME Investment Partnership Program.

Bid packages will be available Tuesday, December 15, 2015 starting at 12:00 noon at Muskegon City Hall, Community and Neighborhood Services office, 933 Terrace Street, Room 201, Muskegon, MI. through Wednesday, December 23, 2015. Completed bid packages are due in the Clerk’s Office at Muskegon City Hall on Tuesday, December 29, 2015, by 2 p.m. This will be a sealed bid. The outside of the envelope should include the contractor’s business name, contractor’s name, address, phone number, and trade type. Faxed or e-mailed bids will not be accepted. The City of Muskegon reserves the right to reject any or all bids.

Bidding contractors must show proof of the appropriate licenses, liability insurance, Worker’s Compensation and certifications for their line of work, as needed.

HOME Investment Partnership Program

For Program Year 2015 – 2016

The City of Muskegon invites responsible agencies or groups to submit application for HOME Investment Partnership Program activities to be conducted using fiscal year 2015 funds. Affordable housing units shall be developed, sponsored or owned by the Community Housing Development Organization in the City of Muskegon.

An application package will be available for interested organizations beginning June 1, 2015, to be picked up at Muskegon City Hall, the office of Community and Neighborhood Services, 933 Terrace Street, Room 201, Muskegon, MI 49440, or on the City’s website, www.shorelinecity.com.

Proposals must be mailed or hand-delivered to the Community and Neighborhood Services office and must be submitted for consideration prior to March 31, 2016.

The City’s Community and Neighborhood Services department will provide information and technical assistance to those applicants or groups that are in need of accommodations.              The City of Muskegon Community and Neighborhood Services department is currently looking for qualified licensed Residential Building contractors for a new construction home located at 1477 Nolan.

This project is being financed with funds from the HOME Investment Partnership Program. All projects are subject to Section 3 of the Housing and Urban Development Act of 1968, which seeks to promote to the greatest possible extent employment training and business opportunity for low/moderate income residents and small businesses in the area.

The City of Muskegon, as well as the U. S. Department of Housing and Urban Development (HUD), requires the selected contractor/developer to take all affirmative steps to assure that minority firms, women businesses and labor surplus area firms are used when possible.

Proposal packets for the project will be available beginning at 12:00 noon on Monday, June 1, 2015 through Thursday, June 11, 2015 from 8:30 a.m. to 5:00 p.m. at Muskegon City Hall, CNS Office 2nd Floor, 933 Terrace Street, Muskegon, MI. A mandatory pre-bid meeting is scheduled for Thursday, June 11, 2015 on site (1477 Nolan) at 10:00 a.m. No proposal packages will be given out after Thursday, June 11, 2015 at 5:00 pm.

The completed proposal packets must be returned to the City Clerk’s Office no later than 2:00 p.m. on Tuesday, June 16, 2015 at Muskegon City Hall. All proposals must be returned on the specification form supplied by the CNS office and must be completely and properly filled out. No electronically delivered proposals will be accepted.

REQUIRED BID INFORMATION

  • Contractor must submit at least 2 references of former customers whose homes were built by the contractor.
  • Copy of current Michigan Builders License.
  • Proof of current Liability Insurance
  • Proof of current Worker’s Compensation Insurance

Bid proposals should be placed inside a sealed envelope, addressed to the City of Muskegon Community and Neighborhood Services office with the title of the project address on the outside of the envelope along with the bidders name. Bids: Demolition 1716 Sanford Street

The City of Muskegon Community and Neighborhood Services office (CNS) is soliciting bids for the demolition a structure located in the City at 1716 Sanford Street. The project consists of analyzing contents, demolishing the entire house structure, removing the debris to a properly licensed landfill and filling and grading excavation in accordance with contract documents and the City ordinance. In addition, submit notifications to the Department of Environmental Quality and Air Quality Division at least 10 working days prior to demolition activities. Provide proof of legible notifications at time of permit applications.

The demolition of 1716 Sanford is in correlation with the City of Muskegon’s objective of eliminating blight from our neighborhoods and also a component of the City’s aggressive neighborhood redevelopment efforts. This particular project is being financed with funds from the U.S. Department of Housing and Urban Development, with the requirements of Title 40 of the Code of Federal Regulations, Part 61, Subpart M (National Emission Standard of Asbestos); and Rule 942 of Part 55, Air Pollution Control, of the Natural Resources and Environmental Protection Act, 1994 PA 451.

Individual bid proposals should be placed inside an envelope, addressed to the City of Muskegon Community and Neighborhood Services office with the title of the demo address and “Demolition” written on the outside of the envelope along with the bidder’s name, address and contact number. All qualified residential contractors are encouraged to submit a bid. Project Title:    Street Reconstruction and Utility Improvements – Muskegon and Webster Avenues

 Approximately 5,500’ – Muskegon Avenue – street reconstruction and utility improvements including concrete sidewalk, curb & gutter, HMA pavement, grading, storm sewer, and water main.

Hard copy drawings and specifications are available for the fee of $96.00 dollars. Prein&Newhof Plan Room members who want to purchase the hard copy of the drawings only, may do so for $46.00 dollars. A $10 dollar charge will be added to all mailed drawings and/or specifications.
