Drinking Water System Improvements and Upgrades

The City of Muskegon will hold a public hearing on proposed improvements and upgrades to its Drinking Water System for the purpose of receiving comments from interested persons. The hearing will be held at 5:30 p.m. on March 12, 2019 at the Muskegon City Hall, 933 Terrace Street, Muskegon, MI 49440.
The purpose of the proposed improvements is to provide a more reliable and resilient water distribution system, replace aging water mains and lead service lines, which can cause elevated lead concentrations in homes. The improvements will be in areas that are already being disturbed by construction as part of wastewater system improvements being conducted in 2019 and 2020. The drinking water improvements proposed include the following:
- Beidler/Poliski Streets – Replace approximately 26 water services and 1,200 feet of watermain on Poliski and Beidler from Hackley Avenue to Barney Avenue.
- Crowley Street – Replace approximately 32 water service lines and 1,200 feet of water main in Crowley Street from Young Avenue to Laketon Avenue.
- Westwood Street – Relocate approximately 16 water service lines from an alley to Westwood Street, replace an additional 14 services, and replace 1,500 feet of water main on Westwood Street from Randolph Avenue to Wickham Drive.
- Jefferson and Strong Streets – Replace approximately 15 water services on Jefferson between Strong Street and Merrill Avenue and on Strong Street between Jefferson and Peck Streets.
- Spring Street – Replace approximately 1,100 feet of cast iron water main in Spring Street from Yuba Street to Western Avenue and replace one water service.
Impacts of the proposed project include those typical of utility construction such as temporary disruptions from noise, dust, and traffic congestion. The benefit will be a more reliable system for customers, with fewer water main breaks, more accessibility for operation and maintenance and elimination of lead service lines to customers’ homes. Relocation of some water service lines and water mains will also provide increased accessibility for operation and maintenance.
The estimated cost of implementing the proposed projects is $1,488,000 or approximately $0.19 per month per average residential customer. The city is not anticipating an increase in rates outside of the current rate structure for these projects.
