                              CITY OF MUSKEGON
                     LOCAL DEVELOPMENT FINANCE AUTHORITY
                               REGULAR MEETING
                                   MINUTES

                                    September 21,          1992

The meeting was      called    to      order       at 8:00     a.m.     by    Chair K.     Harris,     and
roll was taken.

MEMBERS PRESENT:      K.     Harris;          D.    Seifert;      G.       Sarut;    F.    Farmer;      R.
                      Hovey;      H.    Ginman,      G.   Milkins

MEMBERS ABSENT:       L.     Eklund;          M.    Sepeshy;          S.     Johnson;       G.   Martin;

STAFF PRESENT:        K.   DePoy;        T.    Paul;      D.    Haas;        L.   Gannon

OTHERS PRESENT:       W. Ohst (representing P.                   Roy);       J.   Houseman, Muskegon

APPROVAL OF MINUTES

Minutes of the regular meeting of April                    6,    1992 were approved by voice
vote.

FINANCIAL REPORTS

Tax increment and SEV changes for the periods ending December 1, 1991
and July 1, 1992 for LDFA Districts I and II were distributed and
reviewed  by  Staff, as  were  the  1992-1993  projections  for  each
district.

1993 BUDGETS

Staff reviewed the fiscal 1993 budget detail projection and summary
for  LDFA Districts   I  and  II.     The following discussion included
possible changes in the pass-through laws with regard to the State Aid
Act.   Motion to recommend City Commission acceptance of the proposed
1993 budget was made by      D.   Seifert,  supported by G.  Sarut, and
approved by voice vote.

REVIEW OF PROJECTS

Staff reported on the status of the Roberts Street extension, Sherman
Lift Station, and the potential land acquisition in Fruitport Township
for future industrial development.    Staff was asked to provide the
City    Attorney's   legal     opinion         on   tax   base     sharing         and    the    possible
creation of a district in the Township.

Meeting adjourned at 8:50 a.m.
