         MUSKEGON BOARD OF CIVIL SERVICE COMMISSIONERS
                            Regular Meeting Minutes
                          Monday, February 14, 2024
                                     4:00 P.M.

 I.   CALL TO ORDER
        The meeting was called to order by Commissioner Wendtland at 4:00 P.M.
        Present: Commissioner David Wendtland, Commissioner Lou LaBelle,
        LeighAnn Mikesell-Deputy City Manager, Kristen Wade-Civil Service Director,
        Dwana Thompson-EEO and Employee Relations Director, Sharonda Carson,
        CNS Director and Melissa Clark-Human Resources Analyst. Absent/Excused:
        Commissioner Johnny Brown.

II.     MINUTES
        Motion was made by Commissioner Wendtland and seconded by
        Commissioner LaBelle to approve the regular meeting minutes of the
        December 13, 2023 meeting. (No meeting was held in January, due to lack of
        quorum).

                                             Motion Carried.
 III.      ACTION AGENDA

        A. Grants Program Coordinator
           Requesting approval to revise the job description for an existing opening.
           Sharonda Carson explained the reason for the recommended changes were
           to open the job up to more candidates to include work experience as well as
           education. Motion was made by Commissioner LaBelle to approve the request
           and seconded by Commissioner Wendtland.

                                             Motion Carried.

VI.        PUBLIC COMMENT
           Theresa Williams, Chief Steward of the SEIU clerical union working at the
           Department of Public Works brought a concern to the Commission about the
           appropriateness of written exams for some positions. A discussion ensued.
           The Commission agreed to look into what might have happened specifically
           in the Customer Service Representative II role, and agreed to look at the
           relevancy of the written testing for all the roles that this type of testing is
           required.
