               2nd QUARTER – LEGISLATIVE POLICY COMMITTEE
                                  AGENDA

MEMBERS PRESENT:              Chris Carter (arrived 5:42 p.m.), Steve Warmington, Steve
                              Gawron, Sue Wierengo, Clara Shepherd (arrived 5:34
                              p.m.), and Larry Spataro

MEMBERS ABSENT:               Steve Wisneski

Approval of Minutes
Motion by Warmington, Spataro seconded, to approve the minutes of October 24,
2007.

                                                             MOTION PASSES.

OLD BUSINESS:

Streetlight Maintenance – Larry Spataro
Bryon Mazade, City Manager, stated that staff met with Consumers Energy and is
working on details to remove poles on Muskegon Avenue. Work is scheduled to take
place in September 2008. The situation has improved and Consumers Energy is not
opposed to the City taking over the streetlighting. If the City did, we would contract it
out.

Sidewalk Design Standards – Larry Spataro
Commissioner Spataro questioned the City policy for repairs or installation of sidewalks
in areas where a street project is taking place.

Mohammad Al-Shatel, City Engineer, explained that the City installs new sidewalks only
when 50% of the sidewalk already exists. Property owners are assessed for the addition.

The Commission agreed that when 50% or more of the sidewalk exists in a current street
project, additional sidewalk should be added with no assessment to the property owner.

The City Manager indicated that those situations should be evaluated on a case-by-case
basis and brought to the City Commission for action.

NEW BUSINESS:

Membership for Great Lakes and St. Lawrence Cities Initiative – Mayor
Warmington
Motion by Warmington, seconded by Spataro that the City becomes a dues paying
member to the Great Lakes and St. Lawrence Cities Initiative and a representative
be sent to the meetings.
                                                      MOTION PASSES.

Neighborhood Business Districts – Larry Spataro
Commissioner Spataro suggested that Neighborhood Business Districts be established
within the City.

A Getty Street Corridor Study was created several years ago to apply for a grant. The
districts make areas more pedestrian friendly and foster growth of the business districts.

Commissioners stated that businesses need to step forward if they are interested in
participating.

Commissioner Carter will speak to businesses on Getty Street and see if there is interest.

Cathy Brubaker-Clarke, Planning and Economic Development Director, will ask staff to
identify potential areas with Commission input.

Sidewalk Snow Removal – Larry Spataro
The City Manager indicated that the City does not have the resources to enforce the
sidewalk snow removal ordinance. Snow falls and needs to be cleared immediately. The
ordinance could be repealed.

Commissioners agreed that the ordinance for snow removal from sidewalks should not be
repealed.
