REGULAR MEETING
MINUTES
August 3, 2010
Chairperson J. Hilt called the meeting to order at 4:04 p.m. and roll was taken.
MEMBERS PRESENT: S. Kroes, W. Krick, K. Panozzo, L. Spataro, J. Hilt, L. Wood,
D. Mayville
MEMBERS ABSENT: None
STAFF PRESENT: C. Brubaker-Clarke, D. Leafers
OTHERS PRESENT: H. Sytsema, 1604 Jefferson; T. Halterman, 1642 Jefferson
APPROVAL OF MINUTES
A motion to approve the regular meeting minutes of July 6, 2010 was made by S. Kroes, supported
by W. Krick and unanimously approved.
NEW BUSINESS/PUBLIC HEARINGS
Case 2010-11 – 275 Houston Ave. Applicant: Karen Kendall. District: Houston. Class: A. Current
Function: Residential. C. Brubaker-Clarke stated that the applicant asked to withdraw this request.
She may resubmit it at a later date.
Case 2010-12 – 1604 Jefferson St. Applicant: Marty & Heidi Systema. District: Jefferson. Class:
A. Current Function: Residential. C. Brubaker-Clarke presented the staff report. The applicant is
seeking approval for the following work on the home: 1) Replace the existing wood fence with a
new wood fence of the same height and footprint, 2) Replace garage bump-out caps with new
concrete caps and planter, and 3) Add a planter, bench and fireplace to the outdoor patio.
Board members reviewed the drawings of the proposed improvements. H. Sytsema stated that she
was also thinking about installing a pool in the back yard. C. Brubaker-Clarke suggested that staff
could review and approve that request, and board members concurred.
A motion that the HDC approve the request to 1) Replace the existing wood fence with a new wood
fence of the same height and footprint, 2) Replace garage bumpout caps with new concrete caps and
planter, and 3) Add a planter, bench and fireplace to the outdoor patio, as long as all zoning
requirements are met and the necessary permits are obtained, was made by W. Krick, supported by
L. Spataro and unanimously approved.
OLD BUSINESS
1665 Jefferson – C. Brubaker-Clarke informed board members that M. Franzak had issued a second
citation to the owner of this property for failing to obtain HDC approval for renovations.

OTHER
1642 Jefferson – T. Halterman owned this house and asked for some input from board members on
some renovations he wanted to do. He stated that he would like to install a privacy fence on the rear
north side of the lot, and reconfigure the front entryway.
Elections – E lections were inadvertently overlooked earlier in the year, so it was taken care of at
this meeting.
A motion to reelect J. Hilt as the Chairperson and S. Kroes as the Vice-Chairperson was made by L.
Spataro, supported by L. Wood and unanimously approved.
There being no further business, the meeting was adjourned at 4:25p.m.
