                                   REGULAR MEETING
                                        MINUTES

                                            April 7, 2009

L. Spataro called the meeting to order at 4:06 p.m. and roll was taken.

MEMBERS PRESENT:              L. Spataro, D. Mayville, S. Kroes, K. Panozzo, L. Wood

MEMBERS ABSENT:               J. Hilt, excused; S. Thompson, excused

STAFF PRESENT:                M. Franzak, H. Mitchell, D. Leafers

OTHERS PRESENT:               J. Smith, 1586 Jefferson; J. McGarry, Director, Muskegon County
                              Museum; Mr. & Mrs. F. Glancy, 1164 Terrace St.;


APPROVAL OF MINUTES

A motion to approve the regular meeting minutes of November 4, 2008 was made by S. Kroes,
supported by L. Wood and approved, with D. Mayville abstaining due to the fact that he was not on
the board at the time of the November 2008 meeting.

ELECTIONS

A motion to nominate J. Hilt for Chairperson was made by S. Kroes, supported by D. Mayville and
unanimously approved.

A motion to nominate S. Kroes for Vice-chairperson was made by L. Wood, supported by K.
Panozzo and unanimously approved.

NEW BUSINESS/PUBLIC HEARINGS

Case 2009-01 – 1586 Jefferson St. Applicant: Jeffery Smith. District: Jefferson. Class: AA.
Current Function: Residential. M. Franzak presented the staff report. The applicant is seeking
approval to replace the wood windows on the 3rd floor of the home with triple pane energy efficient
vinyl windows. The new windows will have the same appearance as the current windows. Staff
recommends approval of the request.

J. Smith explained what the new windows and trim would look like. He attempted to get the new
windows to look as similar to the current ones as possible.

A motion that the HDC approve the request to replace the 3rd floor wood windows at 1586
Jefferson with vinyl, with the conditions that all necessary permits are obtained, and the window
openings and mullion patterns remain the same, was made by K. Panozzo, supported by L. Wood
and unanimously approved.

Case 2009-02- 1627 Jefferson St. Applicant: Raymond Hilt. District: Jefferson. Class: AA. Current
Function: Residential. M. Franzak presented the staff report. The applicant is seeking approval to
extend the existing wrought iron fence along the front of the home. Staff included the other side of
the home in the request also, in case the applicant decides to fence that portion in the future. Staff
recommends approval of the request.

A motion that the HDC approve the request to extend the existing wrought iron fence around the
perimeter of the property, as long as it meets all zoning requirements and the necessary permits are
obtained, was made by L. Wood, supported by K. Panozzo and unanimously approved.

Case 2009-03 – 430 W Clay Ave. Applicant: John McGarry. District: various. Class: A / AA.
Current Function: Institutional. M. Franzak presented the staff report. The applicant is seeking
approval to place new metal signage at several museum-owned sites, including the Muskegon
County Museum and parking lot, Scolnik House, Firebarn Museum, and the Hackley & Hume
Historic Sites. Staff recommends approval of the proposed signage.

J. McGarry, Executive Director of the museum, provided information on the project and examples
of the signs to be posted. He stated that he would like to add another sign to the request, that
location being at the Fourth Street museum door. He stated that the signs would be 2 feet by 4 feet
in size, with black posts. They would identify the specific site as well as the new museum name.

A motion that the HDC approve the request to place new signage at the Muskegon County Museum
and parking lot, Scolnik House, Firebarn Museum, Hackley & Hume Historic Sites, and at the
Fourth St. museum entrance, as long as all zoning requirements are met and the necessary permits
are obtained, was made by K. Panozzo, supported by D. Mayville and unanimously approved.


OLD BUSINESS

Mike Glancy, 1164 Terrace St. Mr. Glancy’s request to move the house located at 1164 Terrace St.
was denied by the HDC last November. He had requested some additional information and
clarification on the City’s Historic District ordinance. He explained he and his wife’s goals in
looking for a house. L. Spataro discussed the ordinance, the reasons for denial of the original
request, and provided background information on previous instances where houses were moved.

There being no further business, the meeting was adjourned at 5:00 p.m.
