REGULAR MEETING
MINUTES
August 5, 2008
Chairperson J. Hilt called the meeting to order at 4:02 p.m.

APPROVAL OF MINUTES
A motion to approve the regular meeting minutes of July 1, 2008 was made by S. Kroes, supported
by S. Thompson and unanimously approved.
NEW BUSINESS/PUBLIC HEARINGS
Case 2008-21 - 325 Houston Ave. Applicant: Dollie Hippchen. District: Houston. Class: A.
Current Function: Residential. M. Franzak presented the staff report. The applicant requests
approval for the following work: replace five wood windows on first floor with vinyl, replace up to
five windows on second floor with vinyl, replace two basement windows with glass block, replace
one rear window with vinyl, restore rear porch windows back to original design. Staff recommends
approval of the request.
J. Hilt asked if the window openings would retain their original sizes. M. Franzak stated that the
only change would be the material (wood to vinyl), and returning the rear porch window to its
original size.
A motion that the HDC approve the request to 1) replace five wood windows on first floor, up to
five windows on second floor, and one rear window with vinyl, 2) replace two basement windows
with glass block, and 3) restore the rear porch windows back to the original design, with the
condition that the original window openings be retained, was made by K. Panozzo, supported by S.
Thompson and unanimously approved.
Case 2008-22 – 1705 Peck St. Applicant: Muskegon Rescue Mission. District: Clinton-Peck.
Class: A. Current Function: Residential. M. Franzak presented the staff report. The applicant
requests approval for the following projects: 1) demolish the deteriorating garage, 2) remove the
driveway up to the section of fence parallel to Peck St., 3) extend the existing fence parallel to Peck
St by 12’ in length, to the other side of the existing driveway, 4) move the existing east-west fence
over 12’ to the other side of the existing driveway, and 5) add 16’ length of north-south fence to the
back of the property. Staff recommends approval of the request.

J. Hansen of the Rescue Mission described their project. The white vinyl fence along the side
would be moved south, to the other side of the driveway, and the additional wrought iron fence
would match what was currently there. L. Spataro asked if they had obtained estimates to repair the
garage. J. Hansen stated that they had, and it would cost quite a bit less to demolish it. They
planned to provide K. Eden with some of the parts from this garage to use when he’s builds his new
garage on the property where the former residence was now located. He stated that the area now
occupied by the garage would be filled in with grass. L. Spataro recalled that the garage wasn’t
moved with the house originally, due to cost and the condition of the garage.
A motion that the HDC approve the request to: 1) remove the driveway up to the part of the fence
parallel to Peck St., 2) extend the existing fence parallel to Peck St. by 12’ in length to the other side
of the existing driveway, 3) move the existing east-west fence over 12’ to the other side of the
existing driveway, 4) add 16’ length of north-south fence to the back of the property, and 5)
demolish the deteriorating garage with the understanding that salvageable parts from the garage
would be provided to K. Eden, with the conditions that all zoning requirements are met and the
necessary permits are obtained, was made by S. Kroes, supported by S. Thompson and unanimously
approved.
Case 2008-23 – 1710 Jefferson St. Applicant: Jerry Lottie. District: Jefferson. Class: AA. Current
Function: Residential. M. Franzak presented the staff report. The applicant would like approval to
replace a section of the existing fence and to construct a patio in the back of the house. Staff
recommends approval.
J. Lottie explained his project. J. Hilt asked if the rear fence was visible from the road. J. Lottie
stated that it was not.
A motion that the HDC approve the request to replace the portion of the existing back fence and to
construct the patio in the back yard as proposed, as long as all zoning requirements are met and the
necessary permits are obtained, was made by L. Wood, supported by S. Kroes and unanimously
approved.
Case 2008-24 – 1627 Jefferson St. Applicant: Raymond Hilt. District: Jefferson. Class: AA.
Current Function: Residential. M. Franzak presented the staff report. This request came in late and
was therefore not included on the meeting agenda. The applicant is seeking approval to install a
34” high Victorian-style wrought iron fence to replace the shrubbery located along the front of the
property. Staff recommends approval of the request.
J. Hilt recused herself from this case since it was her property. She explained where the fence
would go and stated that she was aware that it needed to be 18 inches back from the sidewalk, to
comply with the zoning ordinance. The style of fence was in keeping with the Victorian style of the
home.
A motion that the HDC approve the request to install the 34” Victorian style wrought iron fence as
described as long as it meets all zoning requirements and the necessary permits are obtained, was
made by L. Spataro, supported by S. Thompson and approved, with J. Hilt abstaining.

OTHER
D. LaBrenz from the City’s Building Inspection Department was present at the meeting to answer
questions about properties in the historic districts that may be on the City’s dangerous building list.
There being no further business, the meeting was adjourned at 4:25 p.m.
