                                   REGULAR MEETING
                                        MINUTES

                                          October 2, 2007

The meeting was called to order at 4:00 p.m. by Chairperson J. Hilt.

MEMBERS PRESENT:              S. Thompson, L. Spataro, T. Bosma, J. Hilt, L. Wood, K. Panozzo,

STAFF PRESENT:                M. Franzak, D. Leafers

APPROVAL OF MINUTES

A motion to approve the regular meeting minutes of September 11, 2007 was made by K. Panozzo,
supported by T. Bosma and unanimously approved.
NEW BUSINESS/PUBLIC HEARINGS
S. Thompson arrived at 4:02 p.m.
L. Spataro arrived at 4:03 p.m.
Case 2007-28 1705 Peck – Request to install fences. Applicant: Muskegon Rescue Mission.
District: Clinton-Peck. Class: A. Current Function: Residential. M. Franzak presented the staff
report. J. Hansen explained the types and locations of the proposed fences. Staff recommends
approval of the request.

A motion that the HDC approve the request to a) extend the existing fence parallel to Peck St. by
39’ in length with the same type of fence, and b) install a new white vinyl fence along the driveway
and the back of the property line, was made by T. Bosma, supported by L. Spataro and unanimously
approved.

Case 2007-29 29 Hartford – Request to re-side building with vinyl and enclose the rear porch
entrance. Applicant: Bethany Church. District: McLaughlin. Class: A. Current Function:
Institutional. M. Franzak presented the staff report and the applicant’s site plan. L. Spataro asked if
the current cedar shakes were the original siding material. M. Christenson stated that he didn’t
believe so, but he would have to go back through old church records to check for sure. L. Spataro
stated that if the information were available, he would prefer that the new siding match what was
originally on the building.

A motion that the HDC approve the request to re-side the building from cedar shake to vinyl with
the condition that the new siding match the original as closely as possible, and to enclose the rear
entrance to the basement on the south side of the building and re-side that with vinyl, was made by
S. Kroes, supported by L. Wood and unanimously approved.

Case 2007-30 1311 Jefferson – Request to re-side house with vinyl, replace windows with vinyl,
and replace side and back doors. Applicant: Tim Adams. District: Jefferson. Class: A. Current
Function: Residential. M. Franzak presented the staff report. Staff recommends approval of the
request.

T. Adams corrected a couple items from the staff report. The correct address was 1311 Jefferson,
and he wanted to replace the side and rear doors, but leave the front door as it is. J. Hilt asked T.
Adams if he intended to keep the windows the same style as what was currently there. T. Adams
stated that he did, except the new windows would be vinyl, double hung. S. Thompson asked what
type of replacement doors would be used. T. Adams stated that they would be solid on the bottom
with a window on the top, similar to what was there now. L. Spataro stated that he would not want
the leaded glass on the front of the house to be removed. T. Adams agreed. J. Hilt asked what type
of siding would be used. T. Adams stated that it would match what was currently on the house. He
also stated that he was considering putting a storm door and windows on the front of the house and
asked if that could be approved today also. J. Hilt stated that it could not be, because the board
would need to have more specific details of the work to be done. L. Spataro stated he had no
problem with T. Adams contacting staff when he was ready to install the storm door and windows,
and staff could decide if it altered the appearance of the house enough to require HDC approval.

A motion that the HDC approve the request to a) reside the building from wood to vinyl, b) replace
wood-frame windows with vinyl windows, and c) replace the existing side and rear doors as
proposed, with the conditions that the same size siding is used, any architectural features that are
removed during renovations are replaced, the original window openings are retained, the leaded
windows on the front of the house are retained, and that staff be allowed to decide if the proposed
storm door and windows for the front of the home will require HDC approval, was made by L.
Spataro, supported by S. Thompson and unanimously approved.
