                                        MINUTES

                                        September 11, 2007

The meeting was called to order at 4:02 p.m. by Chairperson J. Hilt.

MEMBERS PRESENT:               S. Thompson, L. Spataro, T. Bosma, J. Hilt, L. Wood

APPROVAL OF MINUTES

A motion to approve the regular meeting minutes of August 7, 2007 was made by S. Thompson,
supported by T. Bosma and unanimously approved.
L. Wood arrived at 4:03 p.m.

NEW BUSINESS/PUBLIC HEARINGS

Case 2007-23 585 W Clay – Replace existing staircase. Applicant: Jack McPherson. District:
Clay-Western. Class: AA. Current Function: Commercial / Residential. M. Franzak presented the
staff report. The applicant is requesting approval to replace the existing staircase, which is rotted,
with treated lumber, and also replace and update the staircase footings. A site plan was presented.
Staff recommends approval of the replacement of the existing staircase with treated lumber.

T. Bosma stated that it appeared that they already started working on the new staircase. M. Franzak
stated that there had been stop work order placed on the project. L. Spataro stated that the applicant
had obtained all other necessary permits for the work he’d done, and this was probably an oversight.

A motion that the HDC approve the request to replace the existing staircase was made by L.
Spataro, supported by S. Thompson and unanimously approved.

Case 2007-24 1160 Ransom – Window Replacement. Applicant: Walter Clark. District:
McLaughlin. Class: A. Current Function: Residential. M. Franzak presented the staff report and
explained which windows would be replaced. Staff recommends approval to replace all windows as
requested, with the exception of the three wooden windows on the first floor into two (2) taller vinyl
windows, per the Window Standards and Guidelines section that states “existing exterior window or
door casings, sills, and caps shall not be altered from the original design or appearance.”

W. Clark provided a photo of what the house used to look like and stated that he would like to
restore that appearance. T. Bosma stated that the three windows that the applicant wanted to change
to two were toward the rear elevation of the house, and not very visible from the street.

A motion that that the HDC approve the request to 1) replace wood storm windows upstairs with
new same size vinyl double hung windows, 2) change the three wooden windows on the first floor
into two taller vinyl windows, 3) replace two wooden windows with same size vinyl windows on
the first floor, and 4) install three thermo pane storms over leaded glass windows upstairs, was
made by L. Spataro, supported by T. Bosma and approved, with S. Thompson voting nay.

Case 2007-25 391 W Webster - Window Installation. Applicant: Temple B’Nai Israel. District:
National Register. Class: AA. Current Function: Institutional. M. Franzak presented the staff
report. The applicant would like approval to uncover the closed-in windows on the lower level of
the building and install glass blocks. Staff recommends approval of the request.

D. Beach provided photographs of the building. L. Spataro asked if anything was being proposed
for the alley side of the building. D. Beach stated that they weren’t doing that side yet.

A motion that the HDC approve the request to uncover the closed-in windows on the lower level of
the building and install glass blocks was made by S. Thompson, supported by L. Wood and
unanimously approved.

Case 2007-26 315 W Webster – Request to replace door and weather stripping. Applicant:
Hackley Public Library. District: National Register. Class: AA. Current Function: Institutional.
M. Franzak presented the staff report. The door in question faces the Red Cross storage building at
the east corner of the Torrent House. The hardware will be removed from the old door and used on
the new door, and the window over the door will remain intact. Staff recommends approval.

A motion that the HDC approve the request to replace the door at the east corner of the Torrent
House with an identical door and to replace the weather stripping, was made by T. Bosma,
supported by L. Spataro and unanimously approved.

Case 2007-27 143 Strong Ave - Window Replacement. Applicant: Aasha Blakely. District:
Campus. Class: A. Current Function: Residential. M. Franzak presented the staff report. The
applicant would like approval to replace wood-frame windows with new vinyl windows. Staff
recommends approval.

The applicant was not at the meeting but did provide a brochure showing the types of windows to
be used. However, she did not indicate which of the styles she planned to install. Board members
concurred that they would approve the request, with conditions.

A motion that the HDC approve the request to replace the broken wood-frame window and all
wood-framed windows with new vinyl windows, with the condition that the new windows match
the size, style, and number of panes as the current windows, was made by L. Wood, supported by L.
Spataro and unanimously approved.


OLD BUSINESS

487 W Clay Ave. - Demolition Report. M. Franzak provided the Public Safety Director’s report on
the demolition of 487 W. Clay Ave. Board members asked if the photos could be provided at next
month’s meeting. M. Franzak stated that he would check with Director Kleibecker.


OTHER BUSINESS

299 Houston – L. Spataro stated that this single family home had been purchased by a landlord. He
asked that staff make sure that an inspection was done on the building to ensure that any necessary
repairs are addressed.



There being no further business, the meeting was adjourned at 4:26 p.m.
