REGULAR MEETING
MINUTES
July 10, 2007
The meeting was called to order at 4:01 p.m. by Vice Chairperson T. Bosma.

APPROVAL OF MINUTES
A motion to approve the regular meeting minutes of June 5, 2007 was made by S. Kroes, supported
by S. Thompson and unanimously approved.
NEW BUSINESS/PUBLIC HEARINGS
Case 2007-17 1150 7th St – Approval for signs. Applicant: Murray Swiftney. District: Clay-
Western. Class: AA. Current Function: Warehouse. M. Franzak presented the staff report. The
applicant is requesting approval of four signs at 1150 7th Street. The signs are wood with vinyl
letters and each measure 10” x 96”. The signs have already been installed because the applicant
received approval from Zoning and Inspections. However, it was overlooked that this building was
in an historic district.
Staff recommends approval of the type of signs to remain on the building. Staff requests the
Commission to determine the number of signs to allow on the building (currently four). Staff would
recommend approval of two of the signs (one on Clay and one on 7th) per HDC guidelines, item G.
T. Bosma asked staff if the signs met the zoning requirements. Staff answered that they did. The
applicant confirmed that the signs were of a temporary nature.
A motion that the HDC approve the request to keep all four signs was made by L. Wood, supported
by S. Thompson and unanimously approved.
Case 2007-18 1378 Fifth St – Siding replacement. Applicant: George W. Maybanks. District:
Campus. Class: A. Current Function: Residential. M. Franzak presented the staff report. The
applicant would like to replace the wood siding on his house with vinyl siding. The current wood

siding’s paint is chipping and improvements would be desirable. The applicant would be replacing
the siding on all four sides of the house. Staff recommends approval of the request.
A motion that the HDC approve the request to reside the house with vinyl siding with the condition
that all building codes are met, permits are obtained, any historic elements that are removed for
installation will be replaced, and no architectural detail such as cornices, pillars, etc., will be
covered was made by L. Spataro, supported by L. Wood and unanimously approved.
Case 2007-19 1101 Second St – Installation of air conditioning unit. Applicant: Central United
Methodist Church. District: Downtown Structures. Class: A. Current Function: Institutional. M.
Franzak presented the staff report. The applicant would like to install four (4) five-ton air
conditioning units. Fan coil units will be installed in the balcony of the sanctuary. Compressors
will be installed on sanctuary aisle roofs behind parapet walls. Limited exposed compressors will
be hidden with proper screening. Zoning calls for this proper screening and site plan approval. Tri
Cities Heating and Cooling will be performing the work. Staff recommends approval of the
installation of the air conditioning unit with proper screening.
A discussion took place regarding the type and color of the screening to be used.
A motion that the HDC approve the request to install four (4) 5-ton air conditioning units as
proposed with the condition that all building and zoning requirements are met, permits are obtained,
any historic elements that are removed for installation be replaced, the screening be of a neutral
material, and that staff work with the applicant for the proper screening, was made by L. Spataro,
supported by S. Kroes and unanimously approved.
Case 2007-20 477 W Western Ave – Approval for sign. Applicant: Filis Slater. District: Clay-
Western. Class: AA. Current Function: Commercial. M. Franzak presented the staff report. The
applicant is requesting approval of the sign that is painted on to the awning that is attached to the
building of 477 W Western Ave. The awning has been approved by the HDC; however, the
applicant was unaware that the recently finished sign had to also receive approval. The sign is
located on the valance of the awning, measures 6” x 95 ½” (4 square feet), and is made of “painted
on” graphics. Staff recommends approval of the request.
A motion that the HDC approve the request to keep the recently installed sign was made by S.
Thompson, supported by L. Wood and unanimously approved.
OLD BUSINESS
Case 2007-12 1181 Peck St – Approval for sign Applicant: Dennis Pintoski. District:
McLaughlin. Class: A. Current Function: Residential. This case was originally presented at the
June meeting. The request was denied, and the applicant was advised to work with staff to come up
with an acceptable sign. He has done that, and a revised drawing was supplied to Commission
members.
A motion that the HDC approve the request to install a new sign face to the existing sign, as
proposed in the submitted drawing, provided that the sign is constructed of wood to match the sign
posts and both to be painted or stained so they match and that the lettering fit appropriately on the

sign face with the condition that it meet all zoning and building requirements, was made by S.
Kroes, supported by L. Spataro and unanimously approved.
OTHER BUSINESS
L. Spataro told the other HDC members that a report was being prepared by the Director of Public
Safety and the City Manager regarding the demolition of the Sieradzki house on W. Clay Avenue,
and a copy would be submitted to HDC for their information at the August meeting.
There being no further business, the meeting was adjourned at 4:38 p.m.
