                                          August 1, 2006

The meeting was called to order at 4:00 p.m. by Chairperson J. Hilt.

APPROVAL OF MINUTES

A motion to approve the regular meeting minutes of July 12, 2006 was made by T. Bosma,
supported by T. Russo and unanimously approved.
A. Brown arrived at 4:02 p.m.

NEW BUSINESS/PUBLIC HEARINGS

Case 2006–26 1659 Peck St. – Request to install white vinyl siding on the garage, re-roof the
garage, repaint or replace wood as necessary, refinish windows. Applicant: Donna Farr. District:
Clinton Peck, Class A. J. Fitzpatrick presented the staff report. The applicant wishes to repair the
garage at 1659 Peck with the following work: install white vinyl siding, re-roof the garage, repaint
or replace wood as necessary, refinish windows. HDC residing standards were provided. Staff
recommends approval. The HDC has approved the use of vinyl siding in Class A districts before.
All other items would be considered repair and do not necessarily need HDC approval.

T. Bosma asked if the siding would be horizontal. D. Farr stated that it would, and it would be
wider so it would look authentic and match what was currently there.

A motion that the HDC approve the request for repairs to the garage at 1659 Peck with work to
include: installation of white vinyl siding, re-roofing of the garage, repainting or replacing wood as
necessary, and refinishing windows, with the condition that the new siding resembles the current
look of the building, was made by S. Thompson, supported by T. Bosma and unanimously
approved.

Case 2006-27 1167 Peck St. – Request to install shed and to screen dumpster. Applicant: Ted
Havermans. District: McLaughlin, Class A. J. Fitzpatrick presented the staff report. Applicant
wishes to install a shed and screen in the dumpster at 1167 Peck. The shed has already been

brought to the site. Fencing for the dumpster would consist of stockade-type fencing. HDC fencing
guidelines were provided. Staff recommends approval of the shed and the fencing in of the
dumpster.

Board members had some concerns with other aspects of the property, including items toward the
back of the lot, and a trailer parked on the lot. J. Fitzpatrick stated that he would have the City’s
Code Coordinator check into it.

A motion that the HDC approve the request to install a shed and to screen in the dumpster at 1167
Peck with stockade-type fencing was made by T. Russo, supported by A. Brown and unanimously
approved.

Case 2006-28 1693 Jefferson – Request to install 8’ diameter pond with fountain. Applicant: John
R. Thompson. District: Jefferson, AA District. J. Fitzpatrick presented the staff report. Applicant
wishes to install an in-ground pond with fountain as illustrated in the enclosed plans. HDC
guidelines for land use were provided. Staff recommends approval. There is not much information
provided in the HDC guidelines regarding landscaping.

J. Hilt stated that the proposed fountain would be very typical of that time period. J. Thompson
explained where the fountain would be located.

A motion that the HDC approve the request to install an in-ground pond with fountain as illustrated
in the enclosed plans at 1693 Jefferson was made by A. Brown, supported by T. Bosma and
approved, with S. Thompson abstaining.

Case 2006-29 316 W. Webster (Hackley Public Library) - Request to install directional signage.
Applicant: Hackley Public Library. District: National Register, AA. J. Fitzpatrick presented the
staff report. Applicant wishes to install directional signage, which would indicate where parking is
available. As proposed, the sign would be 12” by 30” and made out of wood. HDC guidelines for
directional signs were provided. Staff recommends approval. The sign meets HDC guidelines.

A motion that the HDC approve the request to install directional signage as proposed in the
drawings submitted, pending proper zoning approvals, was made by A. Brown, supported by S.
Thompson and unanimously approved.

Case 2006-30 540 Webster - Request to install fence. Applicant: Jerald Clausen. District: Clay
Western, AA. J. Fitzpatrick presented the staff report. The applicant previously received approval
to install a 6-foot stockade privacy fence. The original staff report for this case stated that he
wished to install a 4-foot picket fence on the west side of the property facing 7th St.; however, he
now wishes to modify that request to a 3-foot privacy-style fence instead, which will match the rest
of the fence. HDC fencing guidelines were provided. Staff recommends approval. The type of
fence proposed is allowed under HDC guidelines.

A motion that the HDC approve the request to install a 3-foot privacy-style fence on the property at
540 W. Webster, with the condition that it meets the City’s zoning requirements, was made by A.
Brown, supported by T. Russo and unanimously approved.

H, Heritage Zoning An ordinance excerpt was included in the packet. J. Fitzpatrick stated that C.
Brubaker-Clarke had requested that staff do some additional in-depth research on this issue
regarding the appropriate residential and commercial zoning to replace the H, Heritage zoning. J.
Fitzpatrick will work with Zoning Administrator L. Anguilm on it.

A. Brown stated that she is moving to Norton Shores, so she will no longer be able to serve on the
HDC since she will not be a City of Muskegon resident.

T. Russo stated that he is moving to Detroit near the end of the month, so he too will no longer be
able to serve on the HDC.

J. Fitzpatrick informed board members that the City was building a new fire station downtown. He
stated that the current station on Walton St. was on the National Register of Historic Places, but it
did not have local protection under the City’s Historic District ordinance. There were a couple of
other historic buildings in the downtown area that also were not in the City’s Historic District,
including 297 W. Clay and the Grand Trunk Depot. Staff has suggested to Planning Director C.
Brubaker-Clarke and the City Manager that these properties be added to a historic district.



There being no further business, the meeting was adjourned at 4:30 p.m.
