                                       Minutes
                             Wednesday, November 25, 2019
                                       4:00 pm
                               City Commission Chambers

Present: Commissioners Hood, Rinsema-Sybenga, Turnquist, Johnson, and Gawron.
Absent: Warren and German.

Approval of Minutes
Commissioner Rinsema-Sybenga moved, Vice Mayor Hood seconded, to approve the
minutes of July 31, 2019.

                                                           MOTION CARRIED.

Marihuana Application and Social Equity Component
Staff presented the proposed Application for Marihuana Facilities Licenses in the City of
Muskegon.

A lengthy discussion was had by Commissioners. After, the following was decided.

Under MSEP Revenue - remove 1% of gross sales.

Allocation ofMSEP Resources:

55% (up to $20,000) for business micro-loans/grants for those that have had a low-level
marihuana conviction

30% (up to $10,000) will be dedicated towards facilitating marihuana related expungement
clinics

15% (up to $5,000) for education and community outreach.

Motion by Commissioner Rinsema-Sybenga, seconded by Commissioner Johnson to
approve the Marihuana Application and Social Equity Component with the changes as
stated above.

                                                                   ROLL CALL VOTE:

Ayes: Turnquist, Johnson, Gawron, Hood, and German.
Nays: Warren and German.

                                                                   MOTION PASSES.
