PLANNING COMMISSION
SPECIAL MEETING
MINUTES


August 31, 2023
J. Doyle called the meeting to order at 4:02 p.m. and roll was taken.
MEMBERS PRESENT:              K. Johnson, B. Mazade, J. Montgomery-Keast, J. Doyle, D. Keener,
                              J. Seyferth, E. Hood
MEMBERS ABSENT:               T. Michalski
MEMBERS EXCUSED:              None
STAFF PRESENT:                M. Franzak, S. Pulos, J. Pesch, J. Eckholm
OTHERS PRESENT:               None


APPROVAL OF MINUTES
A motion to approve the Minutes of the Regular Planning Commission meeting on August 10,
2023 was made by J. Montgomery-Keast, supported by E. Hood, and unanimously approved.

OLD BUSINESS
None.

PUBLIC HEARINGS
Hearing, Case 2023-22:
Staff-initiated request to review the draft master plan, after the 63-day review period, and make a
recommendation to the City Commission for adoption.

PUBLIC COMMENTS
Dave Rook, 1604 Peck: Great Job. What are the next steps to refine and present to the Public?
What happens now? What is outreach strategy for continued progress. Encouraged public
notice.
Cheryl Rittenberg, 1485 Lakeshore: She applauded plan, appreciates the mayor for the city
reaching out more. She expressed that she doesn’t want any more road diets without public
vote, there are no anchor store within neighborhoods. There have been several revamps of
downtown and they have failed. It’s much safer to park in garage or ramps. She explained that
she wont live downtown because of the noise of events. No one will ride bikes in the snow, cars
continue to be needed, there is a gap between master plan and what is user friendly for the
average citizen. She said that she needs to know how we plan to pay for everything and that we
need to fix infrastructure before we make utopian type improvements, and that we need
dialogue not a monologue for this.
CLOSE PUBLIC HEARING – MOTION
A motion to close the public hearing was made by J. Montgomery-Keast, supported by E. Hood
and unanimously approved.
MOTION
J. Montgomery-Keast moved, seconded by D. Keener, that the Planning Commission recommend
adoption of the master plan to the City Commission.
