Citizen’s District Council Meeting
City of Muskegon CDBG
Zoom Meeting
Muskegon, Michigan
June 1, 2021

CALL TO ORDER:
The meeting was called to order by Jeremy Lenertz at 5:36 pm.

ROLL CALL:
Roll call was taken by Sharonda Carson, and a quorum was present. (Location of each person in
attendance are noted following their name.)
     Present:
            Perry Dennie– City of Muskegon
            Ationza Smith- City of Muskegon
            Veania Coleman – City of Muskegon
            Jeremey Lenertz – City of Muskegon/McLaughlin Neighborhood
            Paul Kurdziel – City of Muskegon
            Ken Johnson – Commissioner – City of Muskegon/Nims Neighborhood
            Jennifer Ross- City of Muskegon

APPROVAL OF MINUTES:
A motion to approve the minutes from May 4, 2021 (Action Item) was made by Veania
Coleman; Jennifer Ross supported the motion, which passed unanimously.

PUBLIC COMMENTS:
There was no public commit

GUEST SPEAKER- Frank Peterson, City Manager:
Fire Station bond: Frank explained that in 2012-2013 The City of Muskegon inherited the fire
station bond debt. He says that CDBG was the best resolution to resolve the debt because our
low/ moderate residents benefit from the bond. In the past, it was hard to pay down debt because
the payments were not really going toward principle. In 2016, the City was able to refinance to
get a lower rate. The bond will only be around for 11 more years and Frank had no other
recommendations for other methods to pay down bond.

CDC questioned if there was a possibility to pay down fire station bond by DDA, staff explained
that the DDA’s budget has been significantly reduced.

OLD BUSINESS:
Sharonda Carson mentioned the increase of CDBG funds of $14,356.00.

NEW BUSINESS:
There was no new business

STAFF REPORTS:
Oneata Bailey expressed that there has been an extension to the comment period due to an error.
She explained that somehow the City of Muskegon Heights and City of Muskegon’s Action Plan
were merged into one. Staff was disconnected from the meeting but CDC continued to meet.

GENERAL DISCUSSION:
There was no general discussion

ADJOURN:
Veania Coleman motioned to adjourn the meeting, Paul Kurdziel seconded the motion, which
passed unanimously. Meeting adjourned at 6:31 pm.

The next meeting date is: July 6, 2021.
