Citizen’s District Council Meeting
City of Muskegon CDBG

September 5, 2017




CALL TO ORDER:
The meeting was called to order by Tom Pastoor at 5:33 pm.

ROLL CALL:
Roll call was taken by Samantha Pulos-Porter, and a quorum was present.

     Present:
          Ken Johnson - Commissioner               Tom Pastoor
          Jeremy Lenertz                           Veania Coleman
          Addie Sanders-Randall

     Absent:
          Kim McDonald
          Lisa Judge

     Excused:
          Kim Burr

     Staff Present:
           Oneata Bailey
           Samantha Pulos-Porter

APPROVAL OF MINUTES:
Veania Coleman motioned to approve the minutes, from June 19th, 2017; Addie Sanders-Randall
seconded the motion, which passed unanimously.

OLD BUSINESS:
       New Vice Chair
        A motion was made by Tom Pastoor for Veania Coleman to become the Vice Chair; Addie
        Sanders-Randall seconded the motion, which passed unanimously.
NEW BUSINESS:

      CAPER
       Location of the report were discussed – Hackley Library Circulation desk, Muskegon Housing
       Commission, CNS Office, Clerk’s Office and on the City’s website (CNS Homepage and under
       Recent News). Oneata discussed how for the first year, the submission of the report was via
       electronic upload to HUD. Also discussed was that Muskegon Heights, Norton Shores and City of
       Muskegon combine reports to join forces to address regional housing issues. With new system of
       compiling report, if any party is late with information, report will appear empty at first
       submission. As information is complete, it will be inserted into the report along with any
       comments submitted in the comment period. Report was for 2016 monies, CNS reported that they
       are yet to receive their 2017 funds.
STAFF REPORTS:
      1350 Eastwood Drive
       Contract was given to TK Construction Company out of Fremont. Rehab work was started last
       week, roof is going on, and colors have been picked. Located behind the old Kmart.
      Neighborhood Empowerment Program/Adopt A Lot
       Nelson/McLaughlin Neighborhoods all lots have been adopted this year. General discussion
       about Oakview Neighborhood’s (Jeremy Lenertz) plans going forward for the program in 2018.
       The program is for grass cutting, leaf removal and trash clean up. No snow removal is required.
