       Citizen’s Police Review Board
                                 02/06/2012


                           MINUTES

Board Members Present:                      Minister William C. Muhammad
                                            Ann Craig, Carlos Florez,
                                            Quintan Cooley, Connie Navarro,
                                            Andrew Cirner, Dardinella Hippchen,
                                            David Bukala

Board Members Absent:


Staff Present:                              Denny Powers, Staff Liaison
                                            Jeffrey Lewis, Director of Public Safety
                                            Kurt Dykman, Internal Affairs Investigator




Chairperson William Muhammad called the meeting to order at 6:31 p.m.



Chairperson Muhammad asked if everyone had a chance to read the previous meeting
minutes and if there were any corrections or additions. It was motioned, supported and
passed to approve the minutes as presented.


Old Business

The new Director of Public Safety, Jeffrey Lewis, was introduced to the board. He gave
some background on himself and answered a few questions from board members.
New Business


As the complainant in the appeal case had not yet arrived, Chairperson William
Muhammad stated there were some abbreviations used in the backup information for the
case that he was unfamiliar with.

Detective Dykman answered those questions.

Mr. Cooley brought in some information on the Use Of Force Continuum that he thought
may be useful to the board in hearing this particular case and other cases in the future.

There was some discussion on P.P.C.T. (pressure point control tactics) and also the Use
Of Force Continuum.

As the complainant was still not present, Mr. Powers updated the board on the Muskegon
Police Department signing on to the Nixle Community Information Service. He gave
information on what the service would be used for and how individuals could sign on.




Hearing of Appeal Case 11-03

The complainant did not show up for the meeting.

MOTION:

It was motioned by Ms. Hippchen that in the absence of the complainant the case be
dismissed pending any extenuating circumstances.

The motion was supported by Mr. Cirner and passed by the unanimous consent of the
board.



Public Participation

None.
It was motioned and supported to adjourn the meeting.


The meeting was adjourned at 7:10 p.m.


The next meeting is March 5, 2012 at 6:30 p.m. in room 103 of Muskegon City Hall.
