<strong> Solicitation for Demolition Service</strong>s</p>
<p>The City of Muskegon Community and Neighborhood Services office (CNS) is soliciting bids for the demolition of the structure located in the City at 519 Orchard. The project consists of analyzing contents, demolishing the entire structures, removing the debris to a properly licensed landfill and filling and grading excavation in accordance with contract documents and the City ordinance. In addition, submit notifications to the Department of Environmental Quality and Air Quality Division at least 10 working days prior to demolition activities. Provide proof of legible notifications at time of permit applications.</p>
<p>The demolition of 519 Orchard is in correlation with the City of Muskegon’s objective of eliminating blight from our neighborhoods and also a component of the City’s aggressive neighborhood redevelopment efforts. This particular project is being financed with funds from the U.S. Department of Housing and Urban Development through the HOME Investment Partnership program, with the requirements of Title 40 of the Code of Federal Regulations, Part 61, Subpart M (National Emission Standard of Asbestos); and Rule 942 of Part 55, Air Pollution Control, of the Natural Resources and Environmental Protection Act, 1994 PA 451.</p>
<p>Individual bid proposals should be placed inside a 9” x 12” envelope, addressed to the City of Muskegon Community and Neighborhood Services office with the title of the demo address and “Demolition” written on the outside of the envelope along with the bidder’s name, address and contact number. All qualified residential contractors are encouraged to submit a bid. This project is subject to Section 3 of the Housing and Urban Development Act of 1968 which seeks to promote, to the greatest possible extent, employment, training and business opportunities for low/moderate-income residents and small businesses of the area.</p>
<p>The bids are due no later than <strong>Tuesday, January 31, 2012 by 2:00 p.m. at the City of Muskegon Clerk’s Office on the first floor at 933 Terrace.</strong> All bids must be hand delivered. The City of Muskegon reserves the right to reject any or all bids or to waive any informalities or irregularities in bidding.</p>

The first criterion was to prepare and make available a <a href="http://www.muskegon-mi.gov/citizens-guide-to-city-finances-available/">citizen’s guide</a> and <a href="http://www.muskegon-mi.gov/city-of-muskegon-dashboard/">performance dashboard</a> by October 1, 2011.</p>
<p>The second criterion the city must meet is to certify to the Michigan Department of Treasury that <strong>by January 1, 2012</strong> it has produced and made readily available to the public, a plan with one or more proposals to increase its existing level of cooperation, collaboration, and consolidation, either within the jurisdiction or with other jurisdictions.</p>
<p>The City has adopted the attached <em>EVIP Consolidation of Services Plan</em>.  The plan&#8217;s foundation is the <em>Feasibility Study for Municipal Shared Services</em> that was completed earlier this year under the auspices of a public-private consortium including the Muskegon Lakeshore Chamber of Commerce and the Cities of Muskegon, North Muskegon, Norton Shores, Roosevelt Park, Montague, Whitehall and Fruitport Charter Township.</p>
<p>The Feasibility Study identified nineteen specific shared services recommendations, 15 of which involve participation from the City of Muskegon.  For the 2012 <em>EVIP Consolidation of Services Plan</em> the City has chosen to focus efforts on three recommendations deemed to be the highest priority:</p>
<ol>
<li>One Water Production System</li>
<li>Contract for Income Tax Administration</li>
<li>Consolidated Telecommunications</li>
</ol>
<p>Each of these areas is discussed more fully in the attached plan.</p>
