<strong> Solicitation for Demolition Service</strong>s</p>
<p>The City of Muskegon Community and Neighborhood Services office (CNS) is soliciting bids for the demolition of the structure located in the City at 519 Orchard. The project consists of analyzing contents, demolishing the entire structures, removing the debris to a properly licensed landfill and filling and grading excavation in accordance with contract documents and the City ordinance. In addition, submit notifications to the Department of Environmental Quality and Air Quality Division at least 10 working days prior to demolition activities. Provide proof of legible notifications at time of permit applications.</p>
<p>The demolition of 519 Orchard is in correlation with the City of Muskegon’s objective of eliminating blight from our neighborhoods and also a component of the City’s aggressive neighborhood redevelopment efforts. This particular project is being financed with funds from the U.S. Department of Housing and Urban Development through the HOME Investment Partnership program, with the requirements of Title 40 of the Code of Federal Regulations, Part 61, Subpart M (National Emission Standard of Asbestos); and Rule 942 of Part 55, Air Pollution Control, of the Natural Resources and Environmental Protection Act, 1994 PA 451.</p>
<p>Individual bid proposals should be placed inside a 9” x 12” envelope, addressed to the City of Muskegon Community and Neighborhood Services office with the title of the demo address and “Demolition” written on the outside of the envelope along with the bidder’s name, address and contact number. All qualified residential contractors are encouraged to submit a bid. This project is subject to Section 3 of the Housing and Urban Development Act of 1968 which seeks to promote, to the greatest possible extent, employment, training and business opportunities for low/moderate-income residents and small businesses of the area.</p>
<p>The bids are due no later than <strong>Tuesday, January 31, 2012 by 2:00 p.m. at the City of Muskegon Clerk’s Office on the first floor at 933 Terrace.</strong> All bids must be hand delivered. The City of Muskegon reserves the right to reject any or all bids or to waive any informalities or irregularities in bidding.</p>

<p>The City of Muskegon Community and Neighborhood Services department is currently looking for qualified licensed Lead Abatement and Residential Building contractors for the rehabilitation of the property located at 1733 Manz.</p>
<p>This project is being financed with funds from the Michigan State Housing Development Authority (MSHDA) under the Neighborhood Stabilization Program. All projects are subject to Section 3 of the Housing and Urban Development Act of 1968, which seeks to promote to the greatest possible extent employment training and business opportunity for low/moderate income residents and small businesses of the area.</p>
<p>The City of Muskegon, as well as the U. S. Department of Housing and Urban Development (HUD), requires the selected contractor/developer to take all affirmative steps to assure that minority firms, women businesses and labor surplus area firms are used when possible.</p>
<p>Proposal packets for the property will be available Monday, November 14, 2011 through Friday, November 18, from 9:00am to 5:00pm at Muskegon City Hall, CNS Office 2nd Floor, 933 Terrace Street, Muskegon, MI. The house will be open on Friday, November 18, from 10:00am to 2:00pm for your convenience. <strong>The pre-bid walk through will be on Monday, November 21, from 3:00pm to 4:30pm. The completed proposal packets must be returned to the City Clerk’s Office by no later than 2:00pm, on Tuesday, November 29, 2011, at Muskegon City Hall.</strong> All proposals must be returned on the specification form supplied by the CNS office and must be completely and properly filled out. No electronically delivered proposals will be accepted. No proposal packages will be given out after Friday, November 18, 2011 at 5:00 pm.</p>
<p>The Lead Abatement portion of this project must be completed by an approved Lead Abatement Contractor with the State of Michigan. The contractor must ensure that employees and applicants for employment are not discriminated against because of their race, religion, sex, weight or national origin.</p>
<p><strong>REQUIRED BID INFORMATION</strong><br />
• Contractor must submit at least 3 references of former customers whose homes were built by the contractor.<br />

<p>The 1st Bid will be for Partial Removal and Partial Replacement of existing roof: 60 mil EPDM</p>
<p>Using the existing Ballast and 2” ISO insulation adding a taper around perimeter of roof to improve<br />
drainage. Use existing metal cap with metal extension over tapered ends.<br />
Add additional drain to improve drainage.<br />
Use 60 mil EPDM. Include cost for labor and material per sq. ft. for damaged 2” ISO insulation.<br />

<p>Copies of Plans and Specifications may be obtained on or after September 6th, 2011 in the City Clerk’s office upon the submission of a non-refundable $40.00 fee for each set. An amount equal to five percent (5%) of the Bid must be submitted with each Bid Proposal in one of three forms acceptable to the City of Muskegon. <p>The City of Muskegon will be conducting interviews for the purpose of selecting a company to provide copier and printer equipment (and related services) for five years and invites your company to participate.</p>
<p>The City seeks a contract that is based on a cost per page price which price is to be inclusive of toner and all supplies (except paper), maintenance and repairs.  A list of the copiers and printers currently covered by this contract is attached. This list should serve as the basis for preparing your pricing proposal – i.e. the equipment you propose should meet or exceed the capabilities and functionality of the current listed equipment fleet and you should develop your pricing proposal accordingly.</p>
<p>However, the City is not seeking to simply replace the current equipment fleet. We are looking for a company that best demonstrates its ability to analyze the City’s current and future needs and deliver a proposal that provides the most flexible and cost-effective solution for the next five years. We encourage you to propose innovative ideas and ways to meet the City’s copier/printer needs.</p>
<p>It is the City’s intent to select the firm that provides the best overall value rather than simply choosing the “low bidder”. Accordingly, in addition to pricing, other factors will be considered including (but not limited to): availability of value-added service enhancements, availability and commitment to implementing new technologies, independent ratings of equipment offerings, financial strength of your company, guaranteed response time, flexibility to add/change/delete equipment, training<br />
resources available to the City, references, equipment warranties, etc. </p>
<p>The selection process will consist of three components: 1) pre-bid walkthrough of City facilities, 2) company presentation/interview/demonstration and, 3) sealed pricing proposal.</p>

<li>9/29/11 &#8211; Company presentations to selection panel (60 minutes each)</li>
<li>9/30/11 &#8211; Opening of price proposals</li>
<li>10/11/11 &#8211; Recommendation to City Commission</li>

residential homes beginning October 3, 2011 and ending when monies for the fiscal year<br />
are depleted. Contractors must include the cost of labor and materials. Bid packages may<br />
be picked up at Muskegon City Hall, 933 Terrace Street, 2nd Floor, room 201, Community<br />
and Neighborhood Services Department, starting Monday, August 29, 2011. Bid<br />
packages will not be available after Friday, September 2, 2011 at 5:00 p.m. Bid proposals<br />
should be placed inside a 9” x 12” envelope, addressed to the City of Muskegon<br />
Community and Neighborhood Services Department with the title “Vinyl Siding Install,<br />
Including Materials” written on the outside of the envelope along with the bidder’s name,<br />
address and phone number. <strong>Sealed bids will be received in the Clerk’s Office, City</strong><br />
<strong>Hall, Muskegon, Michigan until 2:00 p.m., Tuesday, September 13, 2011.</strong> Faxed or<br />
emailed bids will not be accepted.</p>
<p><strong>You must also include the following in your sealed bid:</strong></p>

<li> Contractor must submit at least 3 references of former customers whose homes were sided by the contractor</li>
<li> Copy of current Michigan Builders License</li>
<li> Proof of Liability Insurance</li>
<li> Proof of Worker’s Compensation Insurance</li>
<li> Copy of EPA Licenses</li>
<li> Copy of EPA Certification</li>
<li> Material specifications (Brand, samples, color chart and number of available colors,and sample of warranty)</li>
</ul>
