<p>Project Title:  Smith Ryerson Park Improvements</p>
<p>The City of Muskegon, Michigan will receive sealed bids until 2:00 p.m. local time on November 24, 2009, at the City Clerk&#8217;s Office, City Hall, 933 Terrace Street, Muskegon, Michigan, at which time and place all bids will be publicly opened and read aloud for the following Project:  Smith Ryerson Park Improvements.</p>
<p>Items of work include:  new restroom facility and concession stand, new picnic shelter, rework existing restroom facility to a storage room for maintenance, two new basketball courts, combination football-soccer-baseball fields, bleachers, picnic tables, irrigation systems, rework existing walkways and combine with new walkways leading to overlook, new barbeque grills.  Removal of existing parking and construction of new lot will be an alternate to the project.</p>
<p>Copies of Plans and Specifications may be obtained on or after November 9, 2009 at Sidock Group, Inc., 379 W. Western Avenue, Muskegon, upon the submission of a non-refundable $65.00 fee for each set plus $15.00 mailing fee.  An amount equal to five percent (5%) of the Bid must be submitted with each Bid Proposal in one of three forms acceptable to the City of Muskegon.  Contract documents may be examined at the following locations:</p>

<p>OVERVIEW:	 Mohammed Al-Shatel</p>
<p>The project consists of the complete reconstruction (including curb and gutter) of Merrill St. between Seventh St. and Sixth St., watermain replacement, sanitary sewer replacement, and joint repairs on the 54â€ storm sewer in the area.</p>
<p>CONTRACT REQUIREMENTS:</p>
<p>1) The &#8220;Local Preference&#8221; policy is in effect for this project.  If a local contractorâ€™s bid is within a range of 1% or less than the lowest submitted bid, the award may be given to the local contractor.  A local contractor is described as &#8220;a contractor within the corporate limits of the City of Muskegon&#8221;.</p>
<p>2) Page 14a is the &#8220;Disadvantaged Contractor Affidavit&#8221;.  If a bidder is using sub contractors, the bidder must attempt to contact a disadvantaged contractor.  The Disadvantaged Contractor List is only a reference tool for the bidder and can be found on the cityâ€™s web site.  All contractors on the list are private entities (they are not employed by the City of Muskegon).  Hiring the contractor is solely the bidderâ€™s decision; however, he/she must document that the attempt was made to contact them or any other disadvantaged contractor known to the bidder.</p>
<p>3) The successful bidder must adhere to the City Income Tax guideline, 1% for employees working and residing within the city limits and .5% for all others.  The successful bidder must register with the Income Tax Department located on the first floor of City Hall (room 105).</p>
<p>4) Addendum/updates will be sent to the listed contract holders only.</p>
<p>5) A 5% Bid Bond (in a form acceptable to the City of Muskegon) must accompany the bid submittal.  All Bids must be submitted on the documents included in the bid booklet provided with the contract booklet.  No late bids will be accepted.</p>
<p>6) If the total bid is $50,000.00 or less, the bidder may submit four (4) &#8220;Letters of Recommendation&#8221; in lieu of the required contract Performance Bond.  The bidder must submit his/her intent with his/her bid.</p>
<p>7) Bids are due Tuesday, March 3, 2009 in the City Clerk&#8217;s office at 2:00 p.m.</p>
<p>8) Bids must be submitted in sealed envelopes, clearly identified with project name.</p>
<p>9) It was suggested that each bidder refer to the &#8220;Bidderâ€™s Checklist&#8221; to ensure that all required information is included with the bid.</p>
<p>10) The Cityâ€™s plan is to award the contract at the City Commission meeting scheduled for March 10, 2009.</p>
<p>11) The project is prevailing wage and each bidder is advised to review MDOT&#8217;S web site to ensure that he/she has the most current information.</p>
<p>CONTRACT/PROJECT HIGHLIGHTS</p>
<p>1) The 54&#8243; storm sewer is divided into 4&#8242; sections.</p>
<p>2) The 54&#8243; storm sewer is in groundwater with approximately 1&#8242; of sand on the bottom of the pipe.  The bid proposal page includes a pay item for cleaning the storm sewer.</p>
<p>3) There is no video tape of the storm sewer, it was visually inspected.</p>
<p>4) The note regarding terrace grading on plan sheet 3 of 4 indicates that the placement of fill, topsoil, and seed is incidental to the terrace grading.  Item 24 â€“ prepared soil and seed class A is not pay item.  A revised bid proposal page (deleting Item 24) is attached to this addendum.  The note also calls for 28 CY of fill, which is also incidental to the terrace grading.</p>
<p>5) The contractor should note plan sheet 2 of 4 (typical cross section note) showing the requirement for gravel from gutter pan to gutter pan.  The fill gravel beneath the curb is incidental to the curb and gutter pay item.</p>
<p>6) All products used must be American made per section 3.11 in the special specifications.</p>
