Minutes

The Regular Commission Meeting of the City of Muskegon was held at City Hall, 933 Terrace Street, Muskegon, Michigan at 5:30 p.m., Tuesday, October 27, 2009.

Mayor Warmington opened the meeting with a prayer from Pastor Jeffery Hough from the Angel Community Church after which the Commission and public recited the Pledge of Allegiance to the Flag.

The City of Muskegon was able to secure a federal energy grant and is looking to hire a qualified consulting firm to provide planning/design to upgrade, retrofit, and replace energy usage related elements at four different facilities/locations: McGraft Park, Smith Ryerson Park, City streets (Western Ave. & Terrace Point Dr.), and the LC Walker Arena. A mandatory pre-proposal meeting is set for November 19, 2009 at 10:00 a.m. The meeting will be held at Muskegon City Hall in room 203. The purpose of the meeting is to address any and all questions relevant to this request at the same time so that all participants will have the same information. Proposals will not be accepted from those not in attendance.

A minimum of three copies of the proposal documents shall be submitted in a sealed envelope to:

The envelope shall be clearly marked on the exterior denoting the name of the firm submitting the proposal and labeled “Energy Evaluation Proposal”. The proposals shall be submitted no later than 2:00 P.M., November 30, 2009, at which time they will be publicly opened. Late submissions will not be accepted and will be returned unopened.

The City reserves the right to reject any and all proposals and to waive any irregularity in proposals received whenever such rejection or waiver is in the best interest of the City. All firms submitting proposals will be notified at the earliest possible date when the award is made.

For billing purposes, the City is divided into three districts (see map). Here is a summary of when residences in each district will start to see monthly bills:
  

  
The City recognizes that it will take some time for residents to become acclimated to receiving and paying water bills on a monthly basis. Accordingly, late payment penalties will be waived for the period from December 1, 2009 until April 1, 2010.

CITY OF MUSKEGON, MICHIGAN

Project Title:  Smith Ryerson Park Improvements

The City of Muskegon, Michigan will receive sealed bids until 2:00 p.m. local time on November 24, 2009, at the City Clerk’s Office, City Hall, 933 Terrace Street, Muskegon, Michigan, at which time and place all bids will be publicly opened and read aloud for the following Project: Smith Ryerson Park Improvements.

Items of work include: new restroom facility and concession stand, new picnic shelter, rework existing restroom facility to a storage room for maintenance, two new basketball courts, combination football-soccer-baseball fields, bleachers, picnic tables, irrigation systems, rework existing walkways and combine with new walkways leading to overlook, new barbeque grills. Removal of existing parking and construction of new lot will be an alternate to the project.

Copies of Plans and Specifications may be obtained on or after November 9, 2009 at Sidock Group, Inc., 379 W. Western Avenue, Muskegon, upon the submission of a non-refundable $65.00 fee for each set plus $15.00 mailing fee. An amount equal to five percent (5%) of the Bid must be submitted with each Bid Proposal in one of three forms acceptable to the City of Muskegon. Contract documents may be examined at the following locations:

City Clerk’s Office, Muskegon City Hall

Attention is called to the fact that the City requires: that the Contractor consider hiring local work force insofar as possible; that not less than the salaries and wages set forth in the Specifications must be paid; that 14% minority and 6.9% female are the goals established for participation in each trade; that the Contractor must ensure employees and applicants for employment are not discriminated against based upon their race, creed, color, religion, sex, national origin, handicapped condition nor veteran background; and that all pertinent regulations must be complied with. No bid may be withdrawn within sixty (60) days after bid opening.

The City of Muskegon reserves the right to reject any or all bids or to waive any informalities or irregularities in the bidding.

A Pre-Bid Conference will be held in the City Commission Chambers, Muskegon City Hall, at 10:00 a.m. on November 17, 2009, at which time and place any questions regarding this Project should be presented. Minutes from said Pre-Bid Conference will become an Addendum to the Contract.
