Mussel growth on the crib and timber louvers is to be removed with the debris to be disposed of at least a yard from the rock supporting the intake crib. Remove any sand, silt, and any other debris that has accumulated in the intake conduit elbow and inward for one-hundred (100) feet by vacuum or other means. The material is to be disposed of at least a yard from the rock supporting the intake
crib.

The access cover to the crib interior must be replaced with a hinged steel door that is latched with a locking pin mechanism.

The contractor will have a minimum of five (5) years underwater construction experience. The contractor shall be prepared to show evidence of prior work performed and be able to make recommendations for any remedial actions needed.

All work performed under the bid shall be started within 30 calendar days of the City’s notice to proceed unless mutually agreed upon change in date. The contractor shall include in the proposal the expected calendar dates for project start and completion and the expected number of working days. The work is to be completed within a two-week period (weather dependent).

The City of Muskegon will provide docking at the City’s Hartshorn Marina, located on the south shore of Muskegon Lake, at no cost to the contractor performing the work, while performing this work for the City. Any arrangements for yacht berthing such as reservations and availability are the sole responsibility of the chosen contractor. The City of Muskegon Community and Neighborhood Services department is currently looking for qualified licensed Residential Building contractors for the new construction of the property located at 605 Jackson.

This project is being financed with funds from the HUD HOME program and the Michigan State Housing Development Authority (MSHDA) under the Neighborhood Stabilization Program. All projects are subject to Section 3 of the Housing and Urban Development Act of 1968, which seeks to promote to the greatest possible extent employment training and business opportunity for low/moderate income residents and small businesses of the area.

The City of Muskegon, as well as the U. S. Department of Housing and Urban Development (HUD), requires the selected contractor/developer to take all affirmative steps to assure that minority firms, women businesses and labor surplus area firms are used when possible.

Proposal packets for the project will be available Monday, May 14, 2012 through Wednesday, May 23, 2012 from 8:30am to 5:00pm at Muskegon City Hall, CNS Office 2nd Floor, 933 Terrace Street, Muskegon, MI. The completed proposal packets must be returned to the City Clerk’s Office by no later than 2:00pm, on Tuesday, May 29, 2012 at Muskegon City Hall. All proposals must be returned on the specification form supplied by the CNS office and must be completely and properly filled out. No electronically delivered proposals will be accepted. No proposal packages will be given out after Wednesday, May 23, 2012 at 5:00 pm.

The contractor must ensure that employees and applicants for employment are not discriminated against because of their race, religion, sex, weight or national origin.

Project Title: B-248 CITY HALL TUCKPOINTING

This project consists of the total removal of all deteriorated caulked and mortared joints, power washing, and repairing the joints by tuckpointing or recaulking on the exterior of the City Hall Building. Finish with a sealant to prevent moisture from penetrating into the building. The removal and repair of exterior joints is to include the joints around the openings.

Copies of Plans and Specifications may be obtained on or after April 23, 2012 in the City Clerk’s office upon the submission of a non-refundable $40.00 fee for each set. An amount equal to five percent (5%) of the Bid must be submitted with each Bid Proposal in one of three forms acceptable to the City of Muskegon. Bid Proposals should be submitted to the City Clerk in an 9”x12” envelope with the title “City Hall Tuckpoint” on the outside of the envelope.
