                                        MINUTES

                                            May 4, 2010

Chairperson J. Hilt called the meeting to order at 4:02 p.m. and roll was taken.

MEMBERS PRESENT:              J. Hilt, D. Mayville, K. Panozzo, S. Kroes, L. Spataro, W. Krick

APPROVAL OF MINUTES

A motion to approve the regular meeting minutes of April 6, 2010 was made by W. Krick,
supported by D. Mayville and unanimously approved.

NEW BUSINESS/PUBLIC HEARINGS

Case 2010-03 – 354 W. Muskegon Ave. Applicant: John C. Allen. District: Houston. Class: A.
Current Function: Residential. The applicant is seeking approval to construct a new garage. It will
be 24’ x 30’ with a 10/12 pitch roof to match the house. The materials will be standard 2 x 4 with a
cut roof rafter system. The exterior will be yellow brick to match the house, if available, or cedar
lap siding with cedar shake peaks. Staff recommends approval of either material.

J. Hilt asked J. Allen if he had found any suitable bricks for the garage. J. Allen stated that,
although he preferred to use brick, he had not found any yet. D. Mayville asked if the garage would
have gabled ends. J. Allen stated that it would, to match the house.

A motion that the HDC approve the request to construct a new garage as proposed, as long as it
meets all zoning requirements and the necessary permits are obtained, was made by K. Panozzo,
supported by L. Spataro and unanimously approved.

Case 2010-04 – 1782 Jefferson St. Applicant: Jim Schafer. District: Jefferson. Class: AA. Current
Function: Residential. The applicant would like to install a 4-foot high gothic-top cedar picket
fence around the front and sides of his property, to meet the existing stockade fence toward the rear
of the property. Staff recommends approval of the request.

J. Hilt asked if there would be any gates in the fence. M. Franzak stated that he wasn’t sure, and the
applicant was not present. W. Krick stated that he had spoken to the applicant about the fence, and
he provided board members with some additional details.

A motion that the HDC approve the request to install a 4-foot gothic top cedar picket fence as long
as it meets all zoning requirements and the necessary permits are obtained, was made by W. Krick,
supported by D. Mayville and unanimously approved.

Case 2010-05 – 134 E. Isabella Ave. Applicant: City of Muskegon. District: McLaughlin. Class:
A. Current Function: Residential. The City’s Community and Neighborhood Services (CNS)
Department is rehabbing this house under a grant program. They would like to replace the wood
siding with vinyl and reroof the home with similar materials. Staff recommends approval of the
project.

W. Griffin of the CNS Department showed board members samples of the siding and roofing
materials to be used. He stated that they would also like to make some minor changes to the front
exterior porch and steps area. D. Mayville asked if they would be installing new windows. W.
Griffin stated that they would. The new windows would match the existing ones, with the
exception of the four smaller windows on the porch area. They would like to enclose that area up to
where the post is located by the front steps, and replace the current four windows with two larger
windows of equal size, to be centered across the porch area. The window openings would remain
the same size.

A motion that the HDC approve the request to 1) replace the wood siding with vinyl, 2) replace the
roof with like materials, 3) replace the four small windows in the front with two larger windows of
equal size to be centered across the porch area, with the original window openings to be retained,
and 4) enclose the front porch area up to where the post is located by the front steps, as long all
zoning requirements are met and the necessary permits are obtained, was made by L. Spataro,
supported by D. Mayville and unanimously approved.
