                               MEETING MINUTES
                                  April 6, 2017


Board Co-Chair, R. Mackie called the meeting to order at 5:30 pm.

ATTENDANCE: B. Arthur, G. Borgman, K. Kolberg, W, Krick, R, Mackie, E. Simmons, B.
Turnquist.

STAFF: K. Briggs, SAFEBuilt; J. Paulson; SAFEBuilt; K. Leonard, SAFEBuilt;

OTHERS: W. Clark, 3825 Ellis Rd (240 Monroe Ave); R. Khatri, 1478 E. Ellis Rd (961 Amity)

MINUTES:

A motion to approve the regular meeting minutes from February 2, 2017 was made by R. Mackie,
supported by W. Krick; unanimously supported.

OLD BUSINESS:

EN130182 - 1780 Jarman - Linda Jones, 1676 Pine, Muskegon, MI 49442
Enforcement closed, Occupancy permit obtained

DANGEROUS BUILDINGS - NEW CASES:

EN1708603 - 240 Monroe Ave - Walter G. Clark, 3825 Ellis Rd, Muskegon, MI 49444
K. Briggs reported 240 Monroe is heavily fire damaged in the blight fight area that is a priority to
the city. If he thinks he can repair he needs to take the back part off and strip down to the studs.
The studs need to be cleaned and sealed, hose rewired, drywall and insulation work and a tight
timeline would be needed. W. Krick asked if the home was insured at time of fire and if funds were
available to start this work, W. Clark stated the home was insured and the funds were available.
W. Clark presented pictures of the home to the board. J. Paulson stated to the board that 240
Monroe is in the historic district and the Historic Commission ruled that the home could not be
demolished at this time. J. Paulson states that there has been work done at the home without
permits and that the siding on the home was not approved by the Historic Commission. The Board
advised W. Clark to take time to think about his options and meet with the Historic Commission
to get more direction.

A motion by B. Turnquist, supported by B. Arthur to table 240 Monroe for two months.

R. Kahtri stated that RKP closed down the house in the fall due to needed repairs and cleaning.
R. Kahtri states that Yee K Mui allowed people into the home to begin cleaning around a month
ago. Yee K Mui told R. Kahtri that he would be hiring his own crew to clean and repair the home
to bring up to code. R. Kahtri states the home is a complete disaster and after speaking to Yee K
Mui he is asking the board for 45 days to repair the home. R. Kahtri stated that Yee K Mui will not
give the funds to make the necessary repairs. R. Kahtri states that Yee K Mui has the funds but
will not make the repairs.

A motion to declare the structure substandard, dangerous and a public nuisance was made by
W. Krick, supported by E. Simmons, unanimously approved.

Owner not present. J. Paulson stated that owner has had some communication. J. Paulson stated
that the owner is paying taxes. However is not maintaining the yard.

R. Mackie, supported by E. Simmons, unanimously approved.

J. Paulson stated the Planning Department, H. Mitchell, had packets to be handed out giving an
update of her activities.

There being no further business, the meeting was adjourned at 6:38 pm.
