Meeting minutes: A motion was made by Randy Mackie and seconded by Jon
Rolewicz to approve the January 2006 minutes.

Election of officers for chairman and vice-chairman.

Motion made by Randy Mackie to elect Greg Borgman as chairman and Jon Rolewicz
as vice-chairman and was seconded by Ed Simmons.

DANGEROUS BUILDING REVIEW CASES:

EN-050095 – 460 Wood St., Jackson Hill Baptist Church, 460 Wood St.,
Muskegon, MI 49442

No one was present to represent case.

Mark Kincaid said a phone call had been received from a representative of the church
stating the funding source has not been acquired to rehabilitate the building. Greg
Borgman asked if state historic would have any funds to help. Mark Kincaid stated
they have been trying to find funds to no avail but he stated upon inspecting the brick
work that the structure is in bad shape. Don LaBrenz stated portions of building was
currently in danger of collapsing and portions of exterior façade have actually moved 6
or 7 inches away from building itself with nothing holding it up. One corner of façade
is in such bad shape that you can reach in and pluck out a brick.

Staff Recommendation: Declare the building substandard, a public nuisance, and
dangerous building.

A motion was made by Randy Mackie and seconded by Jon Rolewicz to accept staff
recommendation.

NEW BUILDING NEW CASES:

EN-050105 – 1272 Spring – Joseph Wallace Jr., 1656 Catherine, Muskegon, MI
49442

Mark Kincaid said Mr. Wallace couldn’t attend meeting but wrote a letter which was
submitted to the board to review. Greg Borgman asked if a timeline had been
submitted. Mark Kincaid stated Mr. Wallace had promised in June 2005 to complete
repairs but promptly sold on land contract and now has the property back.

Staff Recommendation: Declare the building substandard, a public nuisance, and
dangerous building.

A motion was made by Randy Mackie and seconded by Ed Simmons to accept staff
recommendation.

OLD BUSINESS:

Greg Borgman asked if there have been any progress on home that had “for rent” sign
on Sanford which has a bad roof located behind Muskegon High School stadium. Don
LaBrenz stated he would check on it. Greg Borgman also asked about homes on
Monroe owned by Marshall Redder. Mark Kincaid said there have been some
ongoing discussions with attorney on home at Monroe and Fourth. Mark Kincaid
reminded board that just because a house is vacant doesn’t make it a dangerous
building and if the home is not boarded and is structurally sound there is not much we
can do. Greg Borgman asked about home on corner of Houston & Sanford. Don

LaBrenz reported that owner is working on it. There was discussion on criteria of
down zoning property.


NEW BUSINESS:

Chris Carter stated he had gotten a call from a Ruth Vandermolen who lives at 443
Orchard wants to know status of 444 Orchard and 431 Orchard where owner has
been working for a length of time with not much progress and wants to know status
also of house on Williams between Amity & Orchard that has been abandoned. The
board entertained questions from students from Muskegon High School.
