MINUTES
Board Members Present: Minister William C. Muhammad
Quintan Cooley, Carlos Florez ,
David Bukala, Charles Anderson,
Nicholas Archer, Ann Craig
Board Members Absent: Ruby Clark, (Excused)
Eloise Heiftje,(Excused)
Staff Present: Denny Powers, Staff Liaison
Chairperson William Muhammad called the meeting to order at 6:35 p.m.
Chairperson Muhammad asked if everyone had a chance to read the previous meeting
minutes and if there were any corrections or additions.
Mr. Powers noted a date correction that has already been made.
It was motioned, supported and passed to approve the minutes as presented with the noted
correction.

New Business
Nominations/Elections – Chair & Vice Chair
Ms. Ann Craig nominated Minister William C. Muhammad as Chairperson and Carlos
Florez as Vice-Chairperson.
Minister Muhammad declined the nomination as Chairperson and in-turn nominated Mr.
Carlos Florez as Chairperson.
Mr. David Bukala motioned to close nominations for Chairperson. The motion was
supported and carried by unanimous consent.
A vote was taken for Mr. Carlos Florez as Chairperson. The vote passed with unanimous
consent.
Ms. Ann Craig nominated Minister William C. Muhammad as Vice-Chairperson.
Minister Muhammad accepted that nomination.
Mr. David Bukala motioned to close nominations for Vice-Chairperson. The motion was
supported and carried by unanimous consent.
A vote was taken for Minister William C. Muhammad as Vice-Chairperson. The vote
passed with unanimous consent.
Minister William C. Muhammad noted that while the board has done its duty he believes
that Mr. Florez can expand on that and go further to help in building relations between
the police department and the community.
This was followed by some discussion on the current state of affairs nationally and also as
they relate locally.

The meeting was adjourned at 6:56 p.m.
The next meeting is June 1, 2015 at 6:30 p.m. in room 103 of Muskegon City Hall.
