MINUTES
Board Members Present: Minister William C. Muhammad,
Quintan Cooley, David Bukala,
Connie Navarro, Ruby Clark,
Eloise Heiftje, Carlos Flores,
Nicholas Archer
Board Members Absent: Ann Craig, (Excused)
Staff Present: Denny Powers, Staff Liaison
Chairperson William Muhammad called the meeting to order at 6:34 p.m.
Chairperson Muhammad asked if everyone had a chance to read the previous meeting
minutes and if there were any corrections or additions.
It was motioned, supported and passed to approve the minutes as presented.
Old Business
None.
New Business
Copies of one receipt of complaint form that came in since the last meeting were given to
the board members.
There was a discussion initiated by Connie Navarro over whether or not some other
municipalities had review boards and she referenced a couple of complaints she had
gotten in reference to other jurisdictions.
The chair noted that the majority of the complaints that the CPRB has dealt with over the
years have deal not with and actual violation of law or policies but rather how officers
interact with the public.
There was a discussion about the fact that the next regular meeting date would fall on
Labor Day when City Hall would be closed.
It was motioned by Nicholas Archer that the September meeting be cancelled in the
absence of an appeal coming in within such a time limit as it could have been heard at
that meeting. Should that happen a special meeting would be convened the following
week. The motion was supported by Eloise Heiftje and passed by unanimous consent.

The meeting was adjourned at 6:46 p.m.
The next meeting is October 6, 2014 at 6:30 p.m. in room 103 of Muskegon City Hall.
