        Citizen’s Police Review Board

                           MINUTES


Board Members Present:                      Minister William C. Muhammad
                                            Dardinella Hippchen, Andrew Cirner,
                                            David Bukala, Carlos Florez,
                                            William O’Shaughnessy, Barbara Kuipers



Board Members Absent:                       Quintan Cooley, (Excused)
                                            Ann Craig, (Excused)

Staff Present:                              Denny Powers, Staff Liaison




Chairperson William Muhammad called the meeting to order at 6:43 p.m.


Chairperson Muhammad asked if everyone had a chance to read the previous meeting
minutes and if there were any corrections or additions. It was motioned, supported and
passed to approve the minutes as presented.


Old Business


None.
New Business

It was noted that there is an appeal for the February meeting and the transcripts would be
forthcoming.

There was a discussion initiated by Ms. Hippchen in reference to the public not knowing
what is available to them as far as the complaint and appeal process and the timing issues
involved.

There were a few suggestions made on how to remedy that situation.

After much discussion on this issue it was decided to invite Director Kleibecker to the
March meeting and also perhaps seek some input from Detective Dykman after the
upcoming appeal hearing.

There was also a discussion initiated by Ms. Hippchen about police not understanding
why the public is unwilling to work with them. Several opinions were expressed.

It was motioned and supported to adjourn the meeting.


The meeting was adjourned at 7:11 p.m.


The next meeting is February 7, 2011 at 6:30 p.m. in room 103 of Muskegon City Hall.
