The Downtown Muskegon Business Improvement District was created to promote economic development in downtown Muskegon and enhance services to existing businesses located in Downtown Muskegon through marketing activities, special events, common area maintenance and beautification. The BID was established under Michigan Act 120 of 1961 as amended through 2003.

After establishing the district, appointing a board of directors and creating a property assessment plan in 2015, the Muskegon City Commission gave unanimous final approval Jan. 12, 2016 to the district assessments, which formally launched the BID. The BID board unanimously voted Jan. 19, 2016 to appoint Downtown Muskegon Now to provide administrative services to the BID. The Muskegon City Commission at its Oct. 25, 2016 meeting voted to extend the BID through Dec. 31, 2017.
