The Civil Service Department is defined by the City charter as the City's employment office. As part of the Administrative Division team, the Department devotes much of its time and resources to applicant recruitment and testing to fill the vacancies that occur within the City's workforce.

Additionally, the Department maintains the personnel records of all City employees, facilitatess employee training opportunities, delivers new employee orientation, develops and re-designs job descriptions, sculpts and administers policy, and produces the City's employee newsletter.
