Parking in the City

Parking can be a delicate issue in a compact city neighborhood. Generally, parking in the City of Muskegon is handled under the following rules:

  • Automobile parking is supposed to be provided on-site for residential uses. Appropriate parking spaces are on designated driveways and in garages located behind the front building line of the principal structure (house) on the property.
  • Recreational vehicles (boats, travel trailers, etc.) must be located behind the front building line of the principal structure (house) on the property and must be screened when not in a garage.
  • Designated parking areas may not be located in the required front yard of the property.
  • Between November 15 and April 15 of each year there is no on-street parking permitted between the hours of 2:00 am and 6:00 am. However, during this time period, parking is permitted on the terrace (area between the sidewalk and street) for those with no on-site parking. The parking ban exists in order to leave the streets clear for snowplowing and street sweeping.
  • Parking on or over the sidewalk is prohibited.
  • New parking areas, including drives, must be paved.
  • Parking in an alley is not permitted, since a clear path through the alley may be needed for emergency access.

Notes on Parking Enforcement:

  • Enforcement for complaints about parking in the public right-of-way (alleys, streets & sidewalks) is handled by the Police Department (724-6750).
  • Enforcement for all other parking complaints (for licensed vehicles) is handled by the Zoning Inspector (724-6702).
  • Tickets for illegal parking in public areas generally ranges from $5 to $10.
  • Violations of the Zoning Ordinance range from $50 to $100 for the first offense, up to $250 for the second offense, and up to $500 for all subsequent offenses.

Ordinance Language (Section 2316)
Storage of Vehicles

    1. Location: Residential parking areas for boats, trailers, motor vehicles, and recreation equipment shall not be located in a required front yard. This section shall not prohibit direct access drive parking of automobiles on paved, established driveways.

    2. Size Limit/Screening: Recreational equipment, trailers, motor vehicles, boats, and other equipment or materials, stored for more than forty-eight (48) hours outside of a garage, shall be placed behind the front building line of any main structure on the lot. No more than one recreational or utility vehicle under twenty-five (25) feet in length may be stored outside a garage on a residential lot. Stored recreational vehicles must be screened for side and rear property owners with of screen of at least five feet in height.

    3. Special Circumstances: If a motor vehicle is to be stored outdoors for a long period because a family member is in the military service, is ill, or some other similar reason, and the vehicle does not have an appearance detrimental to the area, the Zoning Administrator may grant the right to store the vehicle for said period, without a license, under the best conditions available, which conditions shall be stated in writing.

    4. Size Limits: No vehicle with a rated hauling capacity in excess of two (2) tons shall be located on any property within any residential district, provided however, that this section shall not prevent the temporary location of such vehicle on such property while engaged in a delivery, pick-up or service call to the property
